Council Minutes of 11/4/9& <br />~n= 4) Last week he attended apre-trial conference regarding the Parcel E litigation. There <br />are a series of benchmarks working toward a March 15 trial date. The department will be <br />,~;. <br />consulting with experts and preparing to have expert reports exchanged and taking <br />depositions. <br />5) Today he and Assistant Law Director Dubelko met with certain department heads and <br />division heads to discuss the Chamber of Commerce sign litigation. This will be a long <br />and arduous case as the Chamber has asked the court to declare 25 of the 28 divisions of <br />the sign code as unconstitutional. <br />Finance Director Copfer: 1) Staffing changes in the Finance Department are occurring as <br />Ms. Shirley McGowan was promoted to Bookkeeper A from Bookkeeper B to fill the <br />position of a long-time employee who resigned. The vacant Bookkeeper B position is <br />currently being posted. Because the fourth and first quarter of a fiscal year are the critical <br />times when experienced people are essential, Council is being asked to create a <br />temporary (6 months) part-time Bookkeeper A position to provide for adequate training <br />for the two new employees. <br />2) Gary Hannum, our IS department head, worked all day Saturday loading the 2000 <br />compliant software upgrade for our payroll, personnel and budget and accounting system. <br />Though no significant data errors have occurred, the reporting modules for both payroll <br />and accounting do have a few "bugs" and the vendor is sending the corrections. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met <br />on Monday, October 26, to discuss Resolution 98-120. Present were Mayor Musial; <br />Service Director Bohlmann; City Engineer Deichmann; Finance Director Copfer; <br />Councilpersons Gareau, Kasler, Miller, Nashar and McKay; Safety Director Jenkins. <br />Resolution 98-120 is a resolution involving the repair of sidewalks at four locations in the <br />city. These sidewalks are causing a safety hazard to pedestrians. All property owners are <br />responsible for the upkeep and repair of the sidewalks on their property. The owners at <br />these locations were given at least 30 days notification and have failed to respond. The <br />city is authorized to make these repairs to the sidewalks and assess the total cost against <br />the lots and abutting lands. The city will again send a notice by registered letter to all the <br />owners that the repairs must be made within a 30-day period or the city will complete <br />repairs and the cost will be assessed to them. If the repairs are made by the landowner <br />within the 30 days, the matter will be set aside. The committee recommended approval. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: The committee met on October 28. Present were committee <br />members Nashar, Gareau and Limpert; Councilmen O'Grady, McKay, and Miller. <br />Agenda items were as follows: <br />1) The appointment of one individual to the Architectural Review Board and two <br />individuals to the Fair Housing Board. The first appointment was Karin Schulz to the <br />Architectural Review Board. She will complete Susan Krieger's term which started <br />January 1, 1997 and will run through the end of 1998. Mrs. Schulz has a very extensive <br />background in real estate management. She will be filling the role of one of the qualified <br />electors, and the committee unanimously recommended approval.
