People parking on city streets from 2 a.m. to 6 a.m. or parking on <br />streets when snow exceeds two inches will continue to be ticketed as usual with no <br />warning period. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on September 24 to discuss <br />Resolution No. 98-104. This resolution supports Governor Voinovich's campaign to <br />oppose mandatory participation by state and local government employees in the Social <br />Security system. It would be a disservice to the city's employees if we were to have them <br />lose their PERS program. The committee recommended approval. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on <br />September 24. Present were committee members O'Grady, Limpert and Kasler; Council <br />Members Nashar, McKay, Saringer, Gareau and Miller; directors of Finance and Service; <br />City Engineer Deichmann. Agenda items were as follows: <br />a. Resolution 98-101, which adopts the budget of the City of North Olmsted for the <br />fiscal year beginning January 1, 1999 and submits this budget to the County Auditor. <br />The committee previously reviewed the resolution and no discrepancies were found. <br />This budget serves as a guide, and adjustments can be made later if needed. After <br />review by the Finance Committee, the resolution was unanimously recommended for <br />approval and suspension of the rules. During the special Council meeting which <br />followed the Finance Committee meeting on September 24, Resolution 98-101 was <br />unanimously adopted by Council under suspension of the rule requiring three <br />readings. <br />b. Ordinance 98-102, which authorizes the Mayor to enter into an agreement with the <br />Ohio Patrolman's Benevolent Association regarding the North Olmsted emergency <br />central dispatchers. Minor changes were made to the contract: Article XII regarding <br />the probationary period form; Article XVI, increasing from 80 to 120 the amount of <br />hours that may be banked in overtime balance; a holiday change from the employees' <br />birthday to the Christmas holiday; Article XIX removes the requirement to complete <br />a probationary period before earning sick leave; Article XX changes the sick leave <br />bonus from 16 to 20 hours for perfect attendance; an increases in the clothing <br />allowance made to bring this agreement on line with other units in the city; Article <br />XXVIII which brings hospitalization on line with other unions; an increase in wages <br />which brings the dispatchers more on line with wages paid to dispatchers in other <br />similarly sized communities. The committee unanimously recommended approval. <br />c. Ordinance 98-103, to make and transfer appropriations for current expenses. This <br />action is necessitated by the unexpected legal expenses incurred by the city due to the <br />pole sign and parcel E litigations which requires the transfer of an additional $25,000 <br />to the Law Department's operations account. Additionally, there was a transfer of <br />$10,000 from the salt line item to the city building and property line item. Other <br />transfers: $10,000 for traffic signalization; $35,000 within the Recreation Fund; <br />$50,000 within the Sewer Revenue Fund.
