Council Minutes of 10/6/98 <br />d. The Service Director gave an overview of suggested capital improvements for 1999: <br />First, widening the intersection at Claque and Lorain Road at an anticipated cost of <br />$700,000. Second, widening of Butternut Ridge Road between the intersections of <br />Fitch and Burns roads to three lanes to better accommodate bus traffic and changing <br />the width of the balance of Butternut Ridge from 19 feet to 26 feet, which will <br />include along the entire length the addition of new gutters, sewers and curbs. The <br />cost of this project is estimated at $4.5 million. Since Issue 2 funds are being sought, <br />the city responsibility would be 10% of that amount. Third, the widening of Barton- <br />Bradley intersection and adding a traffic signal at a cost of approximately $160,000. <br />Total cost for these projects is anticipated at $5.36 million using Issue 2 funds with <br />the city contribution estimated at $536,000. The committee, with the support of all <br />members of Council, unanimously recommended approval of these capital <br />improvements and suspension of the rule for Resolution 98-105. <br />e. Appropriations for work at the Rec. Center. Seven hundred and eighty thousand <br />dollars was initially available, with $295,000 used for construction and $40,000 used <br />for engineering. Of the remaining $445,000, $350,000 is targeted toward the HVAC <br />systems. It was agreed by the Finance Committee, with the consent of the rest of <br />Council, that the remaining $95,000 will be directed toward work at the Rec. Center <br />that has already been engineered, such as lighting improvements and adjustments to <br />ceiling heights. <br />f. Excess monies appropriated for the Brookpark Road construction. One hundred and <br />seventy-five thousand dollars was appropriated, which was in excess of $90,000 <br />actually committed thus far for the project. The suggestion was made to use the <br />remaining $85,000 to begin work on a plan to bring water to the center island along <br />Brookpark Road with the intent of planting trees along the center of the road. With <br />Council not in favor of this expenditure of funds, the suggestion was made to allocate <br />$5,000 for engineering and $15,000 for construction to bring the water across from <br />the side of the road to the center of the road so that the infrastructure would be in <br />place so further construction could occur at some later point. The rationale was that, <br />with construction currently under way along that portion of the road, the work could <br />be completed now at a minimal cost. Council deliberated over this question for some <br />time and voted 2 for the measure, 4 against and 1 abstention. The proposal was <br />defeated. Council then voted to take the $85,000 that is still in excess on this project <br />and split it in half, using half for city roads and the other half for use in debt <br />reduction. The Service Director was directed to use the half for city roads on street <br />lighting with the concern of Council being safety. <br />Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on September 24. Present were committee members McKay, Miller, <br />Gareau; Council President Saringer; Council members Kasler, O'Grady, Limpert, <br />Nashar; Service Director Bohlmann; Safety Director Jenkins; Finance Director Copfer; <br />Mayor Musial. The following item was discussed: <br />a. A request by ODOT to locate identifier signs along Interstate 480 near the Great <br />Northern Boulevard interchange. These signs are commonly placed along highways <br />-~ to indicate food, gas and lodging. The proposal was brought to the committee by the <br />3 <br />
