Council Minutes of 10/6/98 <br />Building Commissioner as an alternative to each and every establishment putting up <br />individual signage along I-480. The committee believed this proposal was consistent <br />"'~ with the city's efforts to reduce signage and to create a more esthetically pleasing <br />environment along our roadways. The committee recommended approval. <br />Mr. Miller, Chairperson of the Transportation Committee, noted that it appears there will <br />be a meeting tomorrow evening at the middle school to discuss airport expansion. <br />Neither the Mayor nor City Council was officially notified of this meeting. This matter <br />will be looked into and, if appropriate, we will ask for a rescheduling of this meeting so <br />that appropriate city officials and citizens can become involved. <br />AUDIENCE PARTICIPATION <br />1) Dennis Lambert, 25057 Carey Lane, asked whether Ordinance 98-112 is going to <br />prohibit the feeding of squirrels and birds. Mayor Musial said the ordinance refers to <br />the care and feeding of animals that provide a danger to people. Mr. Miller noted that <br />the ordinance refers to "poisonous snakes, bears, cheetahs, coyotes, hyenas, jaguars, <br />leopards, lions, lynxes, pumas, primates, gorillas, tigers, wildcats, wolves, raccoons, <br />bats and skunks." He suggested that Mr. Lambert attend the committee meeting for <br />an in-depth discussion of the ordinance. Mr. Lambert then questioned Ordinance <br />No. 98-114, which authorizes acity-wide parking ban on the fire hydrant side of the <br />street. He is very much opposed to a blanket ordinance. People on his street park on <br />both sides because the street doesn't "go anywhere" and it has never been a congested <br />issue. President Saringer noted that there already is a parking ban on the hydrant side <br />of streets if a sign is posted. This legislation will be a city-wide ban with the signs <br />posted at the entrance to the city, thereby saving money by eliminating a multitude of <br />signs. Mr. O'Grady noted that this is also a safety issue because emergency vehicles <br />sometimes have a difficult time getting down streets when cars are parked on both <br />sides. Mr. McKay noted that Council had received recommendations from the city <br />traffic engineer, and he will give a copy of that to Mr. Lambert. <br />LEGISLATION <br />Ordinance No. 98-102 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor to enter into an agreement with the Ohio Patrolmen's <br />Benevolent Association, which agreement is the collective bargaining agreement between <br />the city and the North Olmsted Emergency Central Dispatchers, and declaring an <br />emergency. <br />Ordinance No. 98-103 introduced by Mr. O'Grady was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 1998. Mr. <br />O'Grady moved for suspension of the rule requiring three readings; second by Mr. <br />Limpert; motion passed unanimously. Mr. O'Grady moved for adoption; second by Mr. <br />Limpert; motion passed unanimously. Ordinance No. 98-103 adopted. <br />4 <br />
