Council Minutes of 10/6/98 <br />Resolution No. 98-104 introduced by the Mayor and entire Council was given its second <br />,-0 reading. A resolution supporting Governor Voinovich's campaign to oppose mandatory <br />participation of state and local government employees in the Social Security system. <br />Resolution No. 98-105 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the State <br />Issue 2 Infrastructure Bond Program for funding of various municipal capital <br />infrastructure improvements projects, and declaring an emergency. Mr. O'Grady moved <br />for suspension of the rule requiring three readings; second by Mr. McKay. Motion passed <br />unanimously. Joseph Bouman, 23950 Gessner Road, asked the Mayor what the projects <br />were. Mayor Musial answered: Butternut Ridge Road rehabilitation at a cost of <br />approximately $4 million to $4.5 million; Clague Road and Lorain Road intersection <br />widening; Barton Road and Bradley Road intersection widening, with the cost of both <br />about $300,000. The city's share will be 10% or approximately $450,000 to $500,000 for <br />all three projects. Mr. O'Grady noted that these projects were discussed in committee <br />and he did report out on these projects during his committee report. Mr. Bouman asked if <br />other ordinances would need to be passed should we receive the grant money. The <br />Mayor and Finance Director assured him that there would indeed be other legislation <br />passed to set up the appropriations, funding and bidding of these projects. Mr. O'Grady <br />moved for adoption; second by Mr. McKay; motion passed unanimously. Resolution No. <br />98-105 adopted. <br />Resolution No. 98-I06 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />improvements in Brookpark Road (Phase 2) from Great Northern Boulevard to the <br />easterly corporation line as detailed in the plans and specifications on file and authorizing <br />the Mayor to contract for the same, and declaring an emergency. <br />Ordinance No. 98-107 was introduced and placed on first reading by Mr. Limpert on <br />behalf of the entire Council. An ordinance to revise the Codified Ordinances by adopting <br />current replacement pages; and declaring an emergency. Mr. Limpert moved for <br />suspension of the rules requiring three readings and committee review; second by Mr. <br />McKay; motion passed unanimously. Mr. Limpert moved for adoption; second by Mr. <br />McKay; motion passed unanimously. Ordinance No. 98-107 adopted. <br />Resolution No. 98-108 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. A resolution opposing the change in policy by <br />the Ohio Department of Transportation to no longer maintain state routes within <br />municipalities, and declaring an emergency. Mr. McKay moved for suspension of the <br />rules requiring three readings and committee review; second by Mr. Nashar; motion <br />passed unanimously. Resolution No. 98-108 adopted. <br />Ordinance No. 98-109 was introduced and placed on first reading by Mr. Gareau. An <br />ordinance accepting for dedication as part of the right-of--way along Mill Road certain <br />property owned by various adjacent owners, and vacating other current Mill Road right- <br />5 <br />
