Council Minutes of 8/4/98 <br />_~ Mr. O'Grady scheduled a Finance Committee meeting for August 10 at 6:30 p.m. to <br />~~~ review Ordinances 98-72, 98-80 and 98-87. The Finance Director, Service Director, <br />Building Commissioner and Mayor Musial are asked to attend. <br />Mr. O'Grady reported on a meeting that he attended with the Bretton Ridge homeowners <br />and which Sandi Prioletti spoke about. Residents attending included Sandi Prioletti, <br />Charles and Eula Moore, Charles and Marti Graham, Al and Julie Tomaric and Royce <br />Myhre. Ward 3 Councilman Nashar and Mayor Norm Musial also attended. At issue was <br />the continuing flooding problem that is being encountered by residents in certain areas of <br />the development. Fortunately, the flooding issue has moved from being a basement <br />problem to being a backyard problem. The area discussed was the southeast section of <br />the Bretton Ridge park and the backyards of the neighboring homes on Stewart and <br />Somerset Drive. Mr. O'Grady distributed numerous pictures given to him by the residents <br />that highlighted some of the problems of the area. There are significant amounts of <br />standing waters in the backyards of these homes and in the park area. A second area of <br />concern that was raised was residents who are not in that specific area of the development <br />but who have flooding in the extreme back of their yards through primarily one of two <br />causes. When the initial construction of the development took place, the drainage that <br />was put in place along the back of the yards did not go from a relatively high point to a <br />lower point so that the water could drain out or it was constructed relatively level. <br />Another cause that was encountered by residents in the development was that some <br />residents fill up the drainage culverts that are back in the very rear most portions of their <br />yards. They do it for one of two reasons: one, it is a convenient place to dump grass <br />clippings or branches; second, it levels out their yard and they get more usable yard. The <br />culverts were put back there for a reason: to allow drainage. When someone blocks it <br />either intentionally or unintentionally, they cause a problem for themselves and their <br />neighbors. Mr. O'Grady thanked Mrs. Prioletti for her work in coordinating the meeting <br />of the residents and for being the contact person for gathering the information from the <br />residents of the development. Also, he has talked to Service Director Bohlmann with <br />regard to the flooding in the park and the backyards on the curve of Somerset. By the end <br />of the year, the city intends to install drainage that will take that water in one of two <br />directions--either north away from the park and crossing under Lorain Road or to put <br />drainage in that brings it south, parallel with Stearns Road. This will bring it down to a <br />culvert that crosses underneath Stearns Road just north of Hastings Drive. With regard to <br />the standing water in the backyards, it is possible that neighbors have filled in the culverts <br />and the city will look into this. <br />With the agenda being completed and there being no further business to come before <br />Council, President Saringer adjourned the meeting at 8:55 p.m. <br />L.
