Council Minutes of 8/4/98 <br />October notes. All ordinances were adjustments to existing note ordinances which <br />x4 , strengthened the value of our notes by first allowing investments less than the previous <br />minimums of $100,000 and then adding a continuing disclosure covenant which should <br />strengthen the value of the notes and result in lower interest payments for the city. <br />Mr. Gareau, Chairperson of the Building Zoning and Development Committee: 1) The <br />committee met on Monday, August 3, 1998. Present were committee members Gareau, <br />McKay and Miller; Council President Saringer; Council Members Kasler, Nashar and <br />O'Grady; City Building Commissioner Conway and Assistant City Engineer McDermott; <br />Bill Simms of Baker's Square; Rick Foerster of Viacorp Restaurants; Kenneth Tyson of <br />Tyson Food Group; Bob Bartel of Vienna Construction; Bob Fletcher of All Tune and <br />Lube; Bob Vayda of Retail Today; residents Kay and George Bowman, Norman and Mary <br />Jane Smith and Phyllis Sturgeon. There were six items on the agenda: <br />a. Retail Today, the former Kroger's Supermarket located on the east side of Claque <br />Road, south, adjacent to the proposed CVS which is currently under construction. The <br />proposal consists of renovations and reduction of the existing structure. This is not a <br />proposal to modify the earlier development of CVS that was approved by Council at an <br />earlier date this year. The previously approved project for CVS contemplated raising the <br />existing structure and leaving a future development pad. The present proposal before <br />BZD deals exclusively with the then contemplated future development. The proposal <br />consists of demolishing a portion of the existing building but retaining approximately <br />8,736 square feet of the eastern and southern cinder block walls. All other walls and the <br />roof will be removed. The development of the new commercial center will match the <br />design and color of the previously approved CVS pharmacy. The main entrance of the <br />building will face west. The materials are brick veneer and an E.F.I.S. strip located along <br />the upper portion of the building. Several residents expressed concerns about the tenant <br />Goodwill Industries. Residents were advised that the ordinances regarding dumping and <br />outside storage, which has been a problem in the past with Goodwill, will be enforced. <br />Residents further expressed concerns about increased traffic and problems associated with <br />traffic in general on Claque Road. Councilmen McKay and Gareau agreed the traffic <br />regulation will be explored by Council at a later date through the Engineering Department. <br />After considerable amount of discussion, dialogue with the residents as well as Mr. Vayda <br />of Retail Today, the committee recommended approval of the proposal subject to all the <br />recommendations of the boards and commissions of North Olmsted and further subject to <br />the requirements imposed by Council's BZD Committee, which are: <br />1. A no left turn sign shall be placed at the southern point of ingress and egress. The sign <br />shall prohibit left hand turns onto Claque at all times. If feasible and subject to a <br />determination of the traffic engineer, a concrete directional island shall be placed at the <br />southern point of ingress and egress to restrict such left hand turns, and traffic exiting <br />at the southern egress will have to turn right and proceed toward Lorain. <br />2. In the designated landscaped area on the proposal as currently presented, for the area <br />along Claque as well as Lorain Road, there shall be rolling two and three foot mounds, <br />,~. <br />~~ <br />4 <br /> <br />
