Council Minutes of 4/21/98 <br />4) Today he attended the 1998 Tree City USA award ceremony for the northeast portion <br />of Ohio. The city ceremony will be held at 9 a.m. on Friday, April 24, near the nature trail <br />in North Olmsted Park. This year is the city's 13th consecutive year to receive a Tree <br />City USA award. The city's ceremony was begun by Forester, Dave Wendell, who has <br />followed through every year. <br />5) The All Nations celebration will be held from noon until 4 p.m. on Saturday, April 25, <br />at North Olmsted High School. The celebration will include a naturalization ceremony, <br />cultural exhibits and presentations, an international fashion show, an Honest <br />Conversations presentation and ethnic food samples. <br />6) He requested that an executive session be held this evening. <br />Law Director Gareau: 1) The city has entered into an agreement to maintain the status <br />quo with respect to the existing pole signs. This will last only until there is a decision in <br />the case. The city's answer in the case is due on April 27, and a case management <br />conference before Judge Nugent will be held on April 29. <br />2) A case management conference regarding Parcel E will be held on Apri128. <br />3) The Blaut case has been settled by insurance counsel. <br />4) The City of North Olmsted will be dismissed out of the case regarding the accident on <br />Cedar Point hill. <br />5) Litigation has been threatened regarding the discharge of Mr. Prest as an employee at <br />Springvale. <br />6) On Monday, the city submitted the AFSCME brief dealing with a grievance filed with <br />respect to who should fill a particular position. <br />7) He, the Mayor, Service Director and City Engineer met with the County Engineer and a <br />representative from the County Commissioner's office regarding updates on <br />Crocker/Stearns and Clague. <br />8) A new lawsuit was recently received, the Vavla case which involves a claim that the city <br />did not properly signal the light at Country Club Boulevard and Great Northern <br />Boulevard. This will go to the insurance counsel. <br />Finance Director Copfer: 1) The city made the first repayment to the County Auditor for <br />county hoteUmotel tax funds that had been received in error over the last six years. <br />2) Her department is testing quarterly purchase orders within allowable Ohio Revised <br />Code guidelines. It is being tested with the bus line. Currently, a minimum of 600 standing <br />purchase orders a month are done. If these can be done quarterly, it will limit the <br />paperwork significantly for both the departments and her department as well. <br />3) Before Council tonight there will be notes presented for the capital improvements that <br />Council has authorized, $400,000 of which are reissuances of 1997 notes. When we do <br />bond anticipation notes, we must renew them every year. We are starting the process now <br />since they are due July 1. The notes include $2,254,000 of additional borrowings for <br />various prioritized projects including $665,000 for recreational purposes; $835,000 for <br />street and storm; $450,000 for sanitary sewer rehabilitation projects; $154,000 for <br />required removal of gasoline underground storage tanks and replacement of those tanks <br />above ground; $110,00 for Town Hall improvements; $40,000 for improvements to Fire <br /><"~° Station # 2 for the roof.
