Council Minutes of 3/18/98 <br />4) Next week he will be attending a seminar at Georgetown University on Section 1983 <br />litigation, Civil Rights actions. <br />Finance Director Copfer: 1) When the direct deposit program was changed in October, <br />1997, the form given to employees was an actual voided check with no signature. <br />Unfortunately, some people just going on the program did not realize that the program <br />was in operation and that this was not an actual check and presented the voided checks to <br />the bank for cashing. The checks were cashed by the banks because the encoded numbers <br />were printed at the bottom. This problem has now been corrected by National City Bank. <br />A programming change has been made so that the direct deposit remittances can be <br />printed separately. New forms have been ordered that will not contain the encoded <br />numbers at the bottom. Until the forms are received, the encoded numbers are being cut <br />off of the bottom of the old forms. <br />2) Last week the city received $40,000 from the Police Disability and Retirement Fund as <br />a refund from the city's share of overtime hours that were paid from 1986 to 1995 and <br />should not have counted toward pension benefits. Each individual officer has received a <br />separate check for his/her share. A refund was received several years ago for the Fire <br />Department. <br />3) The County Auditor has notified her that the city's application for real estate tax <br />exemption for Springvale has been approved and a property tax refund of approximately <br />$77,000 is forthcoming. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee: 1) The <br />committee met on March 12 to discuss Ordinance No. 98-17. In attendance were <br />committee members Gareau, Miller and Nashar; Council members Kasler, Limpert, <br />McKay and O'Grady; Mayor Musial; Directors Jenkins, Bohlmann and Copfer; Animal <br />Warden Kirt Ward. Ordinance 98-17 creates a new section Chapter 505.13 of the <br />Codified Ordinances to require rabies vaccinations of cats and dogs and provide a criminal <br />penalty for pet owners who fail to comply. The ordinance has been amended to change <br />the age requirement to pets six (6) months and older instead of three (3) months. Rabies <br />is moving westward from Pennsylvania, and taking these precautions will help deter the <br />spread into Ohio. The committee discussed whether house pets that do not go outside <br />would need the vaccination. The animal warden explained it was possible for these pets to <br />come in contact with wild animals if the pet is sitting by a screened window or door and <br />another animal hisses at it. The committee voted 2 - 1 to approve the legislation. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on March 16 in conjunction with the <br />Finance Committee to discuss Ordinances 98-15 and 98-19. Present were all members of <br />Council, Mayor Musial, Directors Bohlmann and Copfer. <br />a. Ordinance 98-15 re-establishes the dues rates for the Westshore Council of <br />Governments.
