Council Minutes of 3/18/98 <br />b. Ordinance 98-19 provides for the segregation of funds for capital improvement <br />;Y,'.' <br />projects and removes the power of change orders from the Board of Control if the change <br />order is more than 10% of the contract. After a great deal of discussion, the committee <br />voted for approval with a mixed vote. Since the committee meeting was held, it has been <br />discussed that some wording needs to be addressed and the legislation was put back into <br />committee. <br />c. Recently he and Councilman O'Grady attended a National League of Cities conference <br />in Washington, D. C. Seminar topics focused on Fair Housing, the takings bill which <br />could usurp the authority of local governments on zoning changes and the Internet <br />Freedom Act. <br />~- <br />Regarding Mr. Limpert's comments on the NLC conference, Mr. O'Grady said that it had <br />been an outstanding opportunity to find out firsthand about current issues affecting <br />municipalities. One issue of significant concern is the ISTEA authorization which is <br />currently progressing through Congress. (Intermodal Surface Transportation Efficiency <br />Act.) This program allows municipalities to deal directly with the federal government with <br />regard to the allocation of funds for transpiration related activities within municipalities. <br />Mr. O'Grady noted that, as a member of St. Richard's School St. Patrick's Day Parade <br />Committee, it was his pleasure to announce that the school float took first place in the <br />float competition. Congratulations to all participants. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on <br />March 12 to discuss appropriations. Present were committee members O'Grady, Kasler <br />and Limpert; Council members Nashar, Gareau, McKay and Miller; Mayor Musial; <br />Directors Copfer, Bohlmann and Jenkins. The committee specifically discussed the capital <br />improvement list, and an updated appropriations budget was presented to Council. <br />Further meetings to discuss appropriations are as follows: Saturday, March 21, 8 a.m., to <br />discuss the Service Department and General Fund; Tuesday, March 24, to discuss the <br />Safety Department, administration, Finance Department and NOMBL; Wednesday, March <br />25, will be a final wrap-up of the appropriation process. A special Council meeting will be <br />held on Monday, March 30, to pass the appropriations legislation. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The committee met jointly with the Finance Committee on March 16. Present were <br />Council members Gareau, Nashar, Miller, Limpert, McKay, O'Grady and Kasler; Mayor <br />Musial; Directors of Finance, Safety and Service; Facility Manager of Springvale. <br />Ordinance 98-18 was discussed. This ordinance calls for the elimination of the presently <br />vacant position of Golf Course Supervisor and increasing the range of Greens Keeper in <br />accordance with the increase of golf course responsibilities. This effort to curb spending <br />and therefore increase the availability of funds for needed repairs at the facility was <br />thoroughly discussed. Some of the questions that came forth from Council were in regard <br />to the duties of the Goif Course Supervisor on whether or not those are duplicated in <br />another position on the organizational chart.
