Council Minutes of 3/18/98 <br />duplications exist. Also, Council questioned whether the Course Supervisor position <br />;;; includes winter duties at the course and then requested an insurance that necessary <br />functions would be performed on the course if this position were to be eliminated. The <br />administration was unable at this time to respond to specific position duties and requested <br />an opportunity to do a complete evaluation of the organizational chart for Springvale and <br />to report back to Council with the results of their evaluation and their related funding <br />requirements prior to making any other decisions. In light of the administration's request, <br />and since this ordinance will most likely reappear again with additional changes and <br />amendments pursuant to administrative review, the committee voted unanimously to table <br />the ordinance at this time. <br />Mr. Nashar commented that he had been privileged to address a class of senior high <br />school students last week. One of the issues that came up dealt with recreation: the <br />students feel that there is a need for more basketball courts throughout the city. He asked <br />that Mrs. Kasler put that request on the Recreation agenda. Mrs. Kasler said that she <br />would present the issue to the Recreation Commission. <br />With regard to Mrs. Kasler's report, Mayor Musial said that he would like the record to <br />show that there currently are no job descriptions for Springvale employees. There have <br />not been any job descriptions for the Springvale employees over the last four years. The <br />new administration does plan to address this situation. Mrs. Kasler said that there were <br />job descriptions at one time, and she would try to remember where they might be located <br />as they would provide a good base from which to work. <br />Mr. Miller, Chairperson of the Transportation Committee: 1) The committee has received <br />a report from the Fire Chief on the issue of the city taking a position on the railway <br />merger. He is working with the Safety Director to schedule a time for the Police Chief to <br />make his presentation on this topic. <br />2) With regard to the Fleharty-Bailey issue that had been discussed at a previous BZD <br />meeting, he read the following letter, dated February 23, 1998, which was sent to a <br />Fleharty Road resident by Sue Mayer, Associate Broker of Realty One: "Dear Friends, it <br />is with great regret that I write to you the potential sale of the properties on Bailey and <br />Fleharty has been called to a halt. The buyer has given up hope of getting the majority of <br />homeowners to agree to sign options. To those of you who received option money, I <br />congratulate you. To those who still want to sell, please call me for a residential market <br />analysis. To those who never wanted to sell, let me know if you've changed your mind. I <br />worked long and hard on this project and am very sorry to see things end this way. Good <br />luck to you and please keep me in mind." It appears that the developer has realized that <br />the large majority of North Olmsted residents are opposed to any further rezoning of <br />property for retail use--hopefully his wisdom is contagious to other developers. <br />With regard to this issue, Mr. Limpert also noted that the area could not have been <br />developed as retail unless Council approved a zoning change.
