Council Minutes of 1/6/98 <br />~,, Council. At no time did anybody on any side of this equation attempt to mislead anyone <br />else. Council understood the numbers and understood the justification. However, there <br />has been some confusion based upon the numbers that were used. The salary that is <br />currently in the ordinance is a salary range, it has a top end and a lower end--from $25,000 <br />to approximately $41,000. The actual amount that is paid to the position is controlled by <br />Council through Council's appropriation of money. When the annual range is divided by <br />2080 hours, the hourly rate is approximately $12 to $19.89. However, in discussions with <br />Council, it was thought at the time that rather than using an 8 hour day to compute the <br />range, it would be more appropriate to use a 7 hour day since currently employees of the <br />City of North Olmsted have a paid lunch, which is something that was negotiated through <br />their contracts. When dividing by 1,820, the hourly range is approximately $13.74 to <br />$22.72. It was the feeling of Council that the change in the range is relatively moot since <br />the Mayor will appoint between those numbers and it is up to Council to pass the <br />appropriations to pay at that rate. So Council does have control. The majority of Council <br />felt the ordinance was acceptable as written. Mr. O'Grady felt it should be changed for <br />the sake of perception since it looks as if a raise has been given. The Mayor does not <br />intend to pay at the upper end of the hourly rate, and Council does not intend to <br />appropriate at that level. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane. Mr. Lambert welcomed the new administration and <br />Council members. Regarding Cleveland Hopkins Airport, Mr. Lambert is concerned <br />about future usage of the east/west runways that will cause more air traffic over North <br />Olmsted. Mr. Lambert noted that several area cities belong to S.A.F.E. (Safe Air for the <br />Environment). The basic concern of this group is the northeast/southwest runway, which <br />does not necessarily impact North Olmsted. Mr. Lambert suggested that the <br />administration, Council and the Law Director look into this issue of greater use of the <br />east/west runways and develop an "approach" to the problem before it becomes a reality. <br />Barbara Clausing, 5121 Lucydale Avenue, expressed concern that a developer plans to <br />construct a building at the corner of Dover Center Road and Lorain Road which would <br />require the removal of six homes on Lucydale. Mrs. Clausing said that six Lucydale <br />residents had received letters inquiring about the purchase of their homes. Councilman <br />McKay informed Mrs. Clausing that the homes are zoned residential and the developer <br />could not construct a building just because he wanted to do so. The property would have <br />to be rezoned before a commercial building could be constructed. A zoning change must <br />proceed in an established process through the Planning Commission and eventually to <br />Council. Developers will often take the initiative and cause a panic by notifying residents <br />when they should in fact follow procedures and contact the city Building Department. <br />Mrs. Saringer noted that zoning changes coming to Council would require the notification <br />of adjoining property owners. <br />Toe Bouman, 23950 Gessner Road, spoke about Ordinance 97-125 which authorizes the <br />r purchase of property on Bradley Road for city recreational use.
