Council Minutes of 11/3/1999 <br />_ Mrs. Kasler, chairperson of the Recreation, Public Parks and Buildings Committee: 1) <br />The Recreation Commission met on October 25. Present were all Council members, the <br />Mayor and Safety Director and numerous guests who had questions regarding the policy <br />for leagues and permanent starting time players at Springvale. The meeting was held to <br />answers questions, and a bit of controversy, over some changed policies at the golf <br />course. The meeting was quite productive. A follow-up meeting was scheduled between <br />just the league presidents and the administration to rehash some of those issues and <br />suggestions that were made by both Council and the audience. That meeting, which was <br />held on November 1, did in fact resolve all the issues. She appreciates the input of those <br />residents who attended the meeting as well as Council's help and the administration's <br />cooperation in that follow-up meeting. <br />Mr. O'Grady, chairperson of the Finance Committee 1) He commends the Mayor for <br />bringing the Cleveland State Leadership Academy to the city. It is an outstanding <br />program, and the city will benefit from it. <br />2) The committee met on October 25. Present were committee members O'Grady, <br />Limpert and Kasler; Council members Gareau, Miller and Nashar; the directors of <br />Service and Safety. The following items were discussed: <br />• Ordinance 99-143 which authorizes the Mayor to enter into an agreement with <br />Sandhu and Associates to provide engineering services for an approved heating, <br />ventilation and air-conditioning system at North Olmsted Police Station. The $4,200 <br />estimated cost of this engineering will come from the Service Department's General <br />Fund account, Outside Services. The committee unanimously recommended <br />approval of Ordinance 99-143. <br />• Ordinance 99-145 which amends, for the second time, Section 2 of Ordinance 98-32 <br />so as to provide a year 2000 salary rate for the new part-time civil assistant in the <br />Law Department. This position was created in 1999 as a temporary position <br />replacing two law clerk positions that were in the Law Department. In light of the <br />continued workload being generated by issues such as Parcel E and the sign <br />ordinance, and in light of the success that this position has had over the past months, <br />the Law Department is requesting continuance of this position with salary through the <br />year 2000. The committee unanimously recommended approval of Ordinance 99- <br />145. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) This evening a third and final public hearing was held <br />regarding Ordinance 99-135 and Ordinance 99-136 in regards to the Community <br />Development Block Grant. There were no additional programs suggested from the <br />public; however, we did receive some insight on how both of our projects can be done <br />and how workable they are. Thanks to the committee members who were in attendance <br />this evening and for the other meetings they have attended. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee: 1) <br />Within the past seven days, he has received a minor change format request for the former <br />Payless gas station (owned by Speedway) which is located about two doors down from <br />3 <br /> <br />
