Council Minutes of 11/3/1999 <br />carried through on sending a truck down to look at the sewers and to clean them if <br />necessary. The workers did a good job of cleaning the sewers. He is raising this issue <br />again because he wants to be certain that the new church construction in that area will not <br />include any foundation drains or anything going into the Carey/Allendale sewer system. <br />The sewer system is at capacity at present. <br />LEGISLATION <br />Ordinance No. 99-135 introduced by Mr. Limpert was given its third reading. An <br />ordinance authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for Community <br />Development Block Grant funds for the fiscal year 2000 for multiple projects titled <br />Acquisition And Demolition of Commercial Retail Property and Sidewalk Curbcuts for <br />Disabled Persons and Older Persons, and declaring an emergency as amended. Mr. <br />Limpert moved for adoption; second by Mr. Gareau; motion passed unanimously. <br />Ordinance No. 99-135 adopted. <br />Ordinance No. 99-136 introduced by Mr. Limpert was given its third reading. An <br />ordinance authorizing a specification requirement for Minority Business Enterprise <br />(M.B.E.) and Women Business Enterprise (W.B.E.) participation in fiscal year 2000 <br />Community Development Block Grants projects of 15% for M.B.E. and 5% for W.B.E., <br />and declaring an emergency as amended. Mr. Limpert moved for adoption; second by <br />Mr. Nashar; motion passed unanimously. Ordinance No. 99-136 adopted. <br />Resolution No. 99-137 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the United <br />States Environmental Protection Agency under the Sustainable Development Challenge <br />Grant Program for funding of the Springvale storm drainage retention/wetlands project <br />study, and declaring an emergency. Mr. McKay moved for adoption; second by Mr. <br />O'Grady; motion passed unanimously. Resolution No. 99-137 adopted. <br />Ordinance No. 99-143 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Sandhu & Associates, Inc. to provide engineering services for the design of the <br />Police Station HVAC improvements and declaring an emergency. <br />Ordinance No. 99-145 introduced by Mr. O'Grady was given its second reading. An <br />ordinance amending for a second time Section 2 of Ordinance 98-32 entitled "An <br />Ordinance Establishing Rates of Compensation for Various Administrative and <br />Legislative Personnel, and Declaring an Emergency," so as to provide a year 2000 salary <br />rate for the new part-time Civil Assistant in the Law Department, and declaring an <br />emergency. <br />5 <br />~.,,~,~. <br />,.:... . <br />~•~,, <br />i <br />
