Council Minutes of 10/19/1999 <br />Ordinance No. 99-136 introduced by Mr. Limpert was given its second reading. An <br />~_ <br />ordinance authorizing a specification requirement for Minority Business Enterprise <br />(M.B.E.) and Women Business Enterprise (W.B.E.) participation in projects of 15% for <br />M.B.E. and 5% for W.B.E., and declaring an emergency as amended. <br />Resolution No. 99-137 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to submit and seek financial assistance from the United <br />States Environmental Protection Agency under the Sustainable Development Challenge <br />Grant Program for funding of the Springvale storm drainage retention/wetlands project <br />study, and declaring an emergency. <br />Ordinance No. 99-139 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new Chapter 1140 of the Planning and Zoning Code of the City of <br />North Olmsted, entitled "Public Facilities Overlay District." <br />Ordinance No. 99-140 introduced by Mayor Musial was given its second reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted in <br />order to supplementally zone the hereinafter described five parcels of real property <br />located east of relocated S.R. 252 and south of I-480, so as to include them within the <br />Public Facilities Overlay District ("PFO") of the City of North Olmsted. <br />Resolution No. 99-142 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. A resolution authorizing the Mayor to enter into <br />a contract with the Cuyahoga County General Health District for the year 2000, and <br />declaring an emergency. Mr. O'Grady moved for suspension of the rules requiring three <br />readings and committee review; second by Mr. Nashar; motion passed unanimously. Mr. <br />O'Grady moved for adoption; second by Mr. Nashar; motion passed unanimously. <br />Resolution No. 99-142 adopted. <br />Ordinance No. 99-143 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Sandhu & Associates, Inc. to provide engineering services for the design of the <br />Police Station HVAC improvements and declaring an emergency. <br />Resolution No. 99-144 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. A resolution requesting the Ohio Department of <br />Transportation (ODOT) to improve Interstate 480 from the west corporation line to the <br />east corporation line by constructing crash barriers, and declaring an emergency. Mr. <br />McKay moved for suspension of the rules requiring three readings and committee review; <br />second by Mr. Nashar; motion passed unanimously. Mr. McKay moved for adoption; <br />second by Mr. Nashar; motion passed unanimously. Resolution No. 99-144 adopted. <br />Mayor Musial asked that the Clerk send a copy of this Resolution to Congressman <br />Kucinich, Governor Taft, State Senator Spada and State Representative Conway Kilbane. <br />12 <br /> <br />
