Council Minutes of 10/19/1999 Ordinance No. 99-136 introduced by Mr. Limpert was given its second reading. An ~_ ordinance authorizing a specification requirement for Minority Business Enterprise (M.B.E.) and Women Business Enterprise (W.B.E.) participation in projects of 15% for M.B.E. and 5% for W.B.E., and declaring an emergency as amended. Resolution No. 99-137 introduced by Mayor Musial was given its second reading. A resolution authorizing the Mayor to submit and seek financial assistance from the United States Environmental Protection Agency under the Sustainable Development Challenge Grant Program for funding of the Springvale storm drainage retention/wetlands project study, and declaring an emergency. Ordinance No. 99-139 introduced by Mayor Musial was given its second reading. An ordinance creating new Chapter 1140 of the Planning and Zoning Code of the City of North Olmsted, entitled "Public Facilities Overlay District." Ordinance No. 99-140 introduced by Mayor Musial was given its second reading. An ordinance providing for the amendment of the Zone Map of the City of North Olmsted in order to supplementally zone the hereinafter described five parcels of real property located east of relocated S.R. 252 and south of I-480, so as to include them within the Public Facilities Overlay District ("PFO") of the City of North Olmsted. Resolution No. 99-142 was introduced and placed on first reading by Mayor Musial on behalf of himself and the entire Council. A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County General Health District for the year 2000, and declaring an emergency. Mr. O'Grady moved for suspension of the rules requiring three readings and committee review; second by Mr. Nashar; motion passed unanimously. Mr. O'Grady moved for adoption; second by Mr. Nashar; motion passed unanimously. Resolution No. 99-142 adopted. Ordinance No. 99-143 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement with Sandhu & Associates, Inc. to provide engineering services for the design of the Police Station HVAC improvements and declaring an emergency. Resolution No. 99-144 was introduced and placed on first reading by Mayor Musial on behalf of himself and the entire Council. A resolution requesting the Ohio Department of Transportation (ODOT) to improve Interstate 480 from the west corporation line to the east corporation line by constructing crash barriers, and declaring an emergency. Mr. McKay moved for suspension of the rules requiring three readings and committee review; second by Mr. Nashar; motion passed unanimously. Mr. McKay moved for adoption; second by Mr. Nashar; motion passed unanimously. Resolution No. 99-144 adopted. Mayor Musial asked that the Clerk send a copy of this Resolution to Congressman Kucinich, Governor Taft, State Senator Spada and State Representative Conway Kilbane. 12
