Council Minutes of 8/17/99 <br />$3,000, the committee recommended approval of Ordinance 99-99 by a vote of two to <br />one with Mrs. Kasler dissenting. <br />• Ordinance 99-101 allows the Director of Public Service to sell surplus computer <br />equipment to city employees. Discussion followed where it was recommended that <br />city residents also be included in those who are able to purchase these surplus <br />computer units. The committee agreed and unanimously recommended approval of <br />Ordinance 99-101 as amended. <br />Mr. Limpert, chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met on August 10 and in attendance were <br />committee members Limpert and Nashar; Councilmen O'Grady, Miller and McKay; the <br />Mayor, Safety Director, Service Director and Finance Director. Two pieces of legislation <br />were discussed: <br />• 99-103 is a resolution asking the County Commissioners and the County Treasurer to <br />make changes in the county's Linked Deposit Program. This program allows <br />residents of Cuyahoga County to have lower interest rates for home improvement <br />loans. The determining factor of which communities can and cannot participate is <br />based on the average growth in property values. North Olmsted just misses the cut- <br />off, and so we are asking that they consider raising the threshold so that our residents <br />may participate in this program. The committee recommended approval. <br />• 99-104, a resolution acknowledging the receipt of notice establishing a public hearing <br />upon a petition for annexation from Hennie Homes, Inc. of 23.4428 acres of real <br />property located in Olmsted Township and adopting a statement of the services which <br />the city will provide to the territory upon annexation. The committee recommended <br />approval. <br />Mr. Gareau, chairperson of the Building, Zoning and Development Committee The <br />committee met on Wednesday, August 11. Present were committee members Gareau, <br />Miller and McKay, Assistant Building Commissioner Rymarczyk and Assistant City <br />Engineer McDermott. There were five issues on the agenda that evening: <br />• A review of Ordinance 99-77 and Ordinance 99-79. Ordinance 99-77 is an ordinance <br />creating a new and revised Section 1126.02 and 1161.12 and 1161.121 of the North <br />Olmsted Zoning Code relating to commercial lighting structures. Ordinance 99-79 is <br />an ordinance creating Chapter 556 of the General Offenses Code of the City of North <br />Olmsted entitled "Lighting Nuisance Control" and declaring an emergency. Present <br />to discuss the ordinances that evening were Pat Graham of Great Northern Dodge, <br />John Nauer of First Energy, Kirt Fry of the Sunnyside group, Nick Abraham of the <br />Motorcars group and Roy Garland of the North Olmsted Chamber of Commerce. The <br />ordinances together seek to establish criteria for commercial illumination as well as to <br />diminish nuisance lighting and its effects on adjacent residential properties as well as <br />passers-by. Mr. Graham explained his concerns with the ordinance and noted that <br />this was the identical ordinance that he opposed back in 1992 when it was first <br />introduced as 92-102 and 92-103. Mr. Graham then reviewed for Council <br />committee's benefit a February 24, 1993 critique of the ordinances which was <br />prepared by Centerior Energy.
