Council Minutes of 8/17/99 <br />,,, siding with a gray vinyl awning. There would be no signage on the trailer itself. The <br />°s~ modular unit is there for the purpose of housing persons and staff as opposed to <br />directing attention from the road. This structure will include landscaping and a <br />handicap ramp. It is self-contained and electrically heated. Utilities that service this <br />unit will be underground. It should be noted that the Planning Commission hesitantly <br />recommended approval. The Architectural Review Board recommended denial. <br />There was quite a bit of discussion on this particular project. It was decided, in an <br />effort to integrate neutral earth tone colors and materials to the project and given its <br />proximity to Lorain Road and the view that this would take on for passers-by, that <br />this would be kept in committee. A revised plan is to be submitted which will <br />incorporate some more natural materials as opposed to gray vinyl siding and a gray <br />awning. <br />2) As a note of information, a minor change format request has been received from a <br />Babies-R-Us franchise which calls for alterations to the former Best Products building. <br />Regarding the fence legislation, President Saringer noted that there might be some <br />problems with determining on which side of the fence the posts should go. If someone is <br />putting up a fence to screen out an eyesore, they would not necessarily want the posts to <br />be on their side either. Mr. Gareau agreed this was an interesting concept and would <br />have to be looked into. Mr. Limpert asked if consideration could be given to allow 8 foot <br />fences where residential properties abut commercial properties. Mr. Gareau said that the <br />grade of the properties is a determining factor with that. Also, the variance option is <br />available in such situations. Everyone agreed that these issues would be discussed during <br />the committee review. <br />AUDIENCE PARTICIPATION <br />Robert Perrell, 23902 Gessner Road, asked why the residents on W. 231 Street had their <br />drainage ditches and culverts filled in when this was not done on Gessner. Mayor Musial <br />responded that the same question had been asked at the last Council meeting and Service <br />Director Bohlmann had explained that Gessner Road is a county project and W. 231 is a <br />city project. Service Director Bohlmann agreed with the Mayor and stated that we are <br />looking into the possibility of doing Gessner Road next year. There are a great number <br />of streets in the city that do have roadside ditches. We try to cover some each year. He <br />would love to be able to do every street in the city as it is a very significant maintenance <br />problem. Mr. Perrell said he thought the people who have already covered their ditches <br />at their own expense should get their money back. <br />Tim Wooten, 23700 Gessner Road, has anorth/south drainage ditch running from <br />Gessner Road through his property. The ditch is on the east side of his property and <br />extends into the back of the Delmere Arms Apartments, winds its way behind the car <br />wash and eventually crosses Clague Road. He has made numerous appeals to the city to <br />have this ditch covered at least north from Gessner Road the length of his property. He <br />would like to add it to the list if it can be done. On another matter, Mr. Wooten <br />wondered why North Olmsted residents do not qualify for the summer sprinkling <br />7 <br /> <br />
