Mr. Limpert <br />noted that the legislation concerning the dewatering centrifuge is not a purchase order. As <br />he understands it, it will be a trial to see if it works. He knows from being in sales, <br />people are not interested in putting in a piece of equipment on a trial basis if there is no <br />intention or indication that the purchase might take place. Ever since the Treatment Plant <br />has been built, there have been complaints about the odor. Mr. Bouman said he did not <br />believe this equipment would address the odor problem, and several people told him that <br />it would. Mr. Bouman said he is not against the Treatment Plant, but he felt the meeting <br />was a secret. Mrs. Saxinger assured him it was not a secret. Mr. O'Grady said he felt that <br />Mr. Bouman may be misunderstanding some terms that were used. The word <br />"emergency" means that it goes into effect immediately upon the signature of the Mayor <br />and there is no 30 day waiting period. The meetings are advertised to the best of the <br />ability of Council, and there is nothing secret or underhanded. If the testing on this piece <br />of equipment is good, it will replace the Zimpro system. If we get rid of the Zimpro <br />system, we get rid of that nasty smell. Service Director Bohlmann explained that the <br />legislation for the dewatering centrifuge had three readings and was discussed at one, <br />perhaps two, committee meetings. Mr. Bouman said he still felt the third reading should <br />not have taken place on July 5. <br />LEGISLATION <br />Resolution No. 99-73 introduced by Mr. Miller was given its third reading. A resolution <br />supporting Ohio Senate Bill 142 (S.B. 142), which would provide tougher penalties for <br />assaults upon law enforcement officers, and declaring an emergency. Mr. Miller moved <br />for adoption; second by Mrs. Kasler; motion passed unanimously. Resolution No. 99-73 <br />adopted. <br />Ordinance No. 99-67 introduced by Mr. McKay was given its second reading. An <br />ordinance amending Section 901.07 of the Codified Ordinances of the City of North <br />Olmsted, entitled "Treelawn Openings; Permit and Fee" in order to provide for alternate <br />' methods and materials for treelawn brickscapes, and declaring an emergency as amended. <br />Ordinance No. 99-75 introduced by Mr. Gareau was given its second reading. An <br />ordinance creating new Section 903.04 of Chapter 903 of the Streets, Utilities and Public <br />Services Code, entitled "Sidewalks" to require the construction or reconstruction of <br />sidewalks in the public right-of--way abutting commercial property in the City of North <br />Olmsted which is in the process of development or redevelopment, and declaring an <br />emergency. <br />Ordinance No. 99-82 introduced by Mr. Gareau was given its second reading. An <br />ordinance creating new Section 1126.08 of the Zoning Code of the City of North <br />Olmsted, entitled "Deviations from Approved Plans Prohibited," in order to provide for <br />better remedies against commercial and other developers who, in constructing buildings <br />and other improvements to land, deviate from plans approved by the city as amended. <br />..~. <br />4:u <br />11 <br /> <br />
