Council Minutes of 8/3/99 <br />reports anyway with a note explaining the problem and that they should keep a manual <br />,,,. listing of their budget amounts for line items which have been increased or decreased. <br />5) Council has been given unaffected revenue reports for May and June. Expenditure <br />reports for May and June have also been distributed even though the looping glitch <br />appears. Ordinance 99-87 provides the true budget for reference. The software company <br />has been contacted since the problem erupted again, but to date they have been unable to <br />provide a solution. All budget changes will be tracked in Excel from this point forward <br />and Council will be provided with this report should it become necessary within the next <br />few weeks. <br />6) The State Auditors returned in the month of July and have kept the Finance <br />Department hopping. It is anticipated that field work for the 1998 audit will be <br />completed in mid to late August. The special audit of Springvale Golf Course and <br />Ballroom for 1997 is also in its final report writing stages. There is no firm report date <br />for it at this time, but it should be issued within the next 30 to 45 days. <br />Mr. O'Grady, chairperson of the Finance Committee: 1) The Finance Committee met on <br />June 17. Present were committee members O'Grady, Kasler and Limpert; members of <br />Council Gareau and Nashar; Mayor Musial; several guests. The committee discussed <br />Ordinance 99-81, which enables the Council of North Olmsted to make a conditional <br />intent statement to support the finance requests of the Horizons Activities Center, <br />specifically the issuance of industrial revenue bonds. The Horizons Daycare Center <br />elected not to attend the meeting and had notified Council prior to the meeting that they <br />no longer requested the ordinance. Discussion continued with the representatives from <br />the other daycare centers, which included Le Chaperon Rouge, A Child's View, <br />Abundant Living Christian School and Rainbow Child Care. However, based upon the <br />request of Horizons Daycare Center, Mr. Limpert moved to table the ordinance. It was <br />seconded by Mrs. Kasler, and the committee unanimously recommended tabling <br />Ordinance 99-81. (The legislation will be officially tabled at the next Council meeting.) <br />Mrs. Kasler, chairperson of the Recreation Committee: 1) The Recreation Committee <br />met on Monday, July 12. Issues discussed at the meeting: <br />• First, a presentation was made regarding the proposed skateboard park. The <br />proponents of this park requested the approval of the commission regarding the intent <br />to proceed with the plans for the park. There was a stipulation made that no recreation <br />or city funds would be utilized and rather the park must built totally from funds raised <br />by the park sponsors in a fundraising effort. After much discussion of concerns that <br />were raised at a public hearing regarding the park, the commission approved <br />proceeding with the park to the point of creating plans for its construction. No <br />construction will take place until funds have been raised to cover the total cost of <br />construction. As of the date of the meeting, approximately $30,000 had been raised <br />while approximately $100,000 will be needed. <br />• The second issue was presented by the Mayor. He requested the commission's <br />recommendation to Council for the purchase of the Bradley Road property that has <br />been discussed in the past. The Mayor stated that funds to purchase this property will <br />be borrowed rather than utilization of recreation funds.
