Council Minutes of 5/18/99 <br />The Scout Honorary Officials came forward to be congratulated by Council and members <br />;, of the administration and were recognized by all present. <br />SPECIAL LEGISLATION <br />Resolution No. 99-57 was introduced and placed on first reading by Mr. O'Grady on <br />behalf of the Mayor and entire Council. A resolution congratulating Daniel Joslyn on <br />winning the 1999 Plain Dealer Cuyahoga County Spelling Bee. Mr. O'Grady moved for <br />suspension of the rules requiring three readings and committee review; second by Mr. <br />Gareau; motion passed unanimously. Mr. O'Grady moved for adoption; second by Mr. <br />Gareau; motion passed unanimously. Resolution No. 99-57 adopted. Daniel and his <br />family came forward and Mr. O'Grady read the resolution in its entirety. Daniel was <br />congratulated by all and was wished good luck at the National Spelling Bee competition <br />to be held in Washington, D. C. <br />REPORTS <br />Mayor Musial: 1) The All Nations New Citizens Induction Program will be held at the <br />High School cafetorium on Tuesday, May 25, from 7:30 a.m. to 10:30 a.m. Judge John <br />M. Manos will administer the oath of citizenship, and former Congressman Louis Stokes <br />will be the keynote speaker. <br />2) The Memorial Day ceremonies will begin at 8 a.m. May 31 with the flag raising at <br />City Hall. There will also be flag raisings at Coe Cemetery at 8:15 a.m. and Butternut <br />Ridge Cemetery at 8:30 a.m. The parade will assemble at City Hall and proceed to North <br />Olmsted park at 9:45 a.m. Bob Whiting from VFW Post 7647 will be the master of <br />ceremonies. The ceremony will begin with an invocation by Rev. Thomas Brown, flag <br />raising by the VFW color guard, the national anthem by the High School Band, and a <br />medley of songs by the band during the placing of flowers and flags by the VFW <br />Women's Auxiliary and Girl Scouts. The ceremonies will conclude with a 21-gun salute <br />and benediction by Rev. Thomas Brown. <br />Law Director Gareau: 1) On May 7, along with Assistant Law Director Dubelko, he <br />attended a status conference in district court regarding the Chamber of Commerce case. <br />The judge announced that he was considering have a magistrate take an independent look <br />at the case and make recommendations. Several days later, notice was received that the <br />judge did refer the case to a magistrate for opinion. A decision should be forthcoming <br />with the next month. <br />2) A meeting was held on May 12 with experts who will testify in the Parcel E case. <br />There is a pre-trial scheduled for May 26, and the trial date is June 15. <br />3) Regarding the case against Scuba Junction, a company that failed to pay for rental of <br />the Recreation Center pool, the Rocky River Court referred it to the Lakewood Municipal <br />Court because the owner and proprietor of the company was a Fairview Park police <br />officer. On May 12, Scuba Junction filed for bankruptcy, which stays the proceedings. <br />Finance Director Copfer: 1) On May 11, along with Tom Terbrack and Jim Christman of <br />NOMBL, she met with the RTA internal auditors for apre-audit conference to begin the <br />~" annual NOMBL audit.
