Council Minutes of 5/5/99 <br />Ordinance No. 99-40 introduced by Mr. Gareau was given its second reading. An <br />'~ ordinance creating new and revised Chapter 165 of the Administrative Code of the City <br />of North Olmsted, entitled "Landmarks Commission," for the purpose of further <br />preserving and promoting the city's landmarks and landmarks districts, and declaring an <br />emergency, as amended. Mr. Gareau moved for suspension of the rule requiring three <br />readings; second by Mr. Miller; motion passed unanimously. Mr. Gareau moved for <br />adoption; second by Mr. Miller; motion passed unanimously. Ordinance No. 99-40 <br />adopted. <br />Ordinance No. 99-50 introduced by Mr. Nashar was given its second reading. An <br />ordinance creating new Section 537.19 of Chapter 537 of the General Offenses Code, <br />entitled "Offenses Against Persons," so as to prohibit the pointing of laser devices at <br />persons or animals. <br />Ordinance No. 99-51 introduced by Mayor Musial, Mr. O'Grady and Mr. McKay was <br />given its second reading. An ordinance amending Section 171.06 of Chapter 171 of the <br />Administrative Code, entitled "Community Reinvestment," in order to require that <br />property owners who receive tax exemption for commercial or industrial projects, and <br />their contractors and subcontractors, pay prevailing wages in connection with all project <br />construction work, and declaring an emergency. <br />Ordinance No. 99-55 introduced by Mr. McKay was given its second reading. An <br />ordinance creating new Section 171.07 of Chapter 171 of the Administrative Code of the <br />City of North Olmsted, entitled "Community Reinvestment," in order to establish the <br />position of part-time secretary to the Housing Council and Tax Incentive Review <br />Council, and declaring an emergency. <br />Ordinance No. 99-56 introduced by Mr. McKay was given its second reading. An <br />ordinance amending Section 1 of Ordinance 98-32 entitled "An ordinance establishing <br />rates of compensation for various administrative and legislative personnel, and declaring <br />an emergency," in order to establish a salary range for the newly-created position of <br />secretary of the Housing Council and Tax Incentive Review Council, and declaring an <br />emergency. <br />Resolution No. 99-58 was introduced and placed on first reading by the Mayor and entire <br />Council. A resolution urging the Ohio Legislature to reject House Bills 165 and 23, <br />which bills, if adopted, would greatly relax the present prohibition against citizens <br />carrying concealed weapons on their persons. Mr. McKay moved for suspension of the <br />rules requiring three readings and committee review; second by Mr. Gareau. Roll call: <br />McKay, yes; Gareau, yes; Nashar, yes; Limpert, no; Kasler, yes; Miller, yes. The motion <br />passed with five affirmative votes and one negative vote.
