Council Minutes of 5/5/99
December 18, 1997). Limited research has not uncovered any cases of permanent
'.~, vision loss in northern Ohio.
~,
• The FDA warning report on laser pointers states that "the light energy that laser
pointers can aim into the eye can be more damaging than staring directly into the
sun."
• The harmful effects of laser pointers can be increased if viewed through binoculars or
telescopes.
• Laser light is easily reflected and can inadvertently pose a threat.
• The usual outcome of ocular exposure to laser pointers is discomfort and temporary
visual impairment without permanent physical damage.
• Not all laser pointers are equally harmful to the eyes. The higher the power (1mW vs.
SmW class IIIA) the greater the risk of damage. The wavelength of the laser output
can determine the amount of damage. Lasers with an output of 532 nm (green) can
potentially cause more harm than lasers with an output of 650 nm (red). Green lasers
(532 nm) have a longer range as well (1,500 ft. vs. 6,000 ft.).
• Normally, the blink of an eye can protect a person at a distance of 51 feet. However,
flash blindness/afterimage can occur out to 262 feet and glare can occur out to 1,171
feet.
• Wearing sunglasses will only reduce the harmful energy of lasers by approximately
20%. A person does not have to look directly at a laser to be affected.
Mrs. Saringer asked Dr. Kershaw what useful benefit arises from the use of laser
pointers. Dr. Kershaw noted that the pointers are mainly used for lectures and
presentations. They are a useful tool that are sometimes used the wrong way.
Mr. Nashar continued his committee report: 2) The issue of the no parking on the fire
hydrant side of the street was addressed once again. To make the residents more aware
of the law that was passed effective in January, we are going to be placing temporary
signs at the entrance to all developments for approximately 30 days so that people will be
aware that no parking on the fire hydrant side is enforced.
3) Last year, he proposed a volunteer gun turn-in program for North Olmsted residents
who felt they no longer wanted to have a gun in their home, especially where children
had the ability to get the guns without the parents' knowledge. The volunteer gun turn-in
program was a huge success-28 guns were turned in. He has been asked by residents to
set up another opportunity to turn in the unwanted guns. This year, he is being assisted in
these efforts by Councilman Paul Miller, member of the Public Safety Committee.
Residents can turn in their unwanted guns on Saturday, May 22, and Saturday, May 29,
from 9 a.m. until 1 p.m. at the North Olmsted Police Station. The guns should be
wrapped in newspaper or placed in a brown paper bag. The same standards will apply as
last year: Turn in your gun, no questions asked. Residents who turn in their guns will
receive a $10 gift certificate from Giant Eagle and a $29 gift certificate from Great
Northern Dodge for an oil change.

6
µl.,~wu.~e.rt.,.~.9 EW]UKM~isnsrs.a~K~~.,.. ~, ~„~... ,~,., tyf'W ~!+gGl~ m.~-.a .. .: ..., ..
-..~,~~
