Council Minutes of 4/20/99 <br />2) She attended the Treasurer of State's mandatory training for public fund managers on <br />~ Wednesday, April 14. It was very informative and meets the continuing education <br />requirements of the State for public officials who invest public funds. <br />3) A recent article in the Bureau of Worker's Compensation Focus magazine discussed <br />worker's comp rebates. James Conrad, the CEO, noted in his column that private state <br />fund employers will be receiving aone-time only 75% premium dividend credit for the <br />six month ending report June 30, 1999. That is the private sector. There is no such credit <br />that is due or anticipated for the state or the public sector. <br />Mr. Gareau asked the Finance Director when the State Auditor's office would be <br />conducting the pre-audit conference with regard to the special Springvale audit. The <br />Finance Director said the auditors are designing a plan of action which must be approved <br />in Columbus. She anticipates the pre-audit conference will be held sometime in the next <br />week or two. <br />Mrs. Kasler asked the Finance Director when Council would receive the monthly <br />expenditure and revenue reports. The Finance Director said she did not have a definite <br />date at this point. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks & Buildings Committee: 1) The <br />Recreation Committee and Recreation Commission met jointly on April 13. Present were <br />committee members Kasler, Miller and Limpert; Council members Nashar, O'Grady and <br />McKay; Mayor Musial, directors Copfer, Bohlmann and Jenkins. The committee <br />discussed Ordinance 99-49 which is an ordinance amending 98-141, which amendment <br />will combine and establish positions, pay ranges and benefits for employees at Springvale <br />Golf Course. Basically, the present position of Facility Manager and Clubhouse/Golf <br />Supervisor are being combined into one Facility Operations Manager position with a <br />salary range lower than the total ranges for those two separate positions. Candidates have <br />been interviewed. In addition, the position of Course Facility Maintenance Supervisor <br />has also been filled. The committee unanimously recommended passage of Ordinance <br />99-49 and supports suspension of the rule as requested by the administration. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The Finance Committee met on <br />April 13. Present were committee members O'Grady, Limpert and Kasler; Council <br />members McKay, Nashar and Miller; Mayor Musial; directors of Finance, Service and <br />Safety. Safety Director Jenkins introduced Springvale managerial candidate Marty <br />Young to the assembled members of Council. The following legislation was discussed: <br />• Ordinance 99-18, which calls for a change to Section 161.11 of the city's <br />administrative code with the object of eliminating any unfair penalty for employees <br />who fail to take five days vacation in any one year. Changes suggested by <br />Councilwoman Kasler had raised questions at a previous meeting. It was arranged <br />that Mrs. Kasler will meet at some point with the Law Department to discuss some of <br />these questions. That meeting has not yet occurred, but it is anticipated it will be <br />done before the next committee meeting and Ordinance 99-18 will again be <br />considered in committee at the next meeting. <br />4 <br /> <br />
