Council Minutes of 4/20/99 <br />„~, was supposed to be an approach that would reduce the city's debt rather than arbitrarily <br />and unnecessarily increase it. However, the very people who alleged to have initiated <br />that movement, including Mr. Limpert, are the very people who are in favor of liberal <br />spending in the form of $50,000 to $60,000 for a newly created position. Even after <br />Council has voted to allow a position to be created in Finance, but at an annual salary of <br />$35,000, those same people are requesting that the salary range be raised even beyond the <br />high end of the proposed $45,000 in this ordinance. There is no apparent reason for a <br />range to be so high when the salary is restricted to $35,000 unless the proponents of the <br />increase anticipate increasing the salary of this new position in the year 2000. Once <br />again, with a focus on spending when it serves a personal purpose, but objecting to <br />spending when it serves the residents of this city in the areas of safety and recreation. In <br />keeping with her duty to responsibly appropriate funds for improvements and operations <br />and in keeping with the duty to do so with the best interests of the residents and taxpayers <br />foremost in Council's minds, she believes that most of Council reviewed the entire <br />budget requesting changes overall that would affect the majority of people as opposed to <br />supporting increases that benefit a few select people. She intends to continue to keep a <br />watchful eye on this spending and particularly on this new position before agreeing to <br />spend more to make that position work. She disagrees with the proposed salary range in <br />Ordinance 99-45 and wishes to see that range decreased in keeping with the annual salary <br />cap voted on by the majority of Council. <br />Mr. Limpert, Chairperson of the Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee: 1) The committee met this evening to discuss Resolution <br />99-47. Present were committee members Limpert, Gareau and Nashar; Council members <br />Kasler and O'Grady; Safety Director Jenkins. This resolution petitions the House Ways <br />and Means Committee of the Ohio General Assembly to ask for its affirmative vote in <br />support of Homestead Exemption reform as embodied in HB 56. Essentially what HB 56 <br />does is increase the Homestead Exemption to accommodate for the inflation over the <br />years. The committee recommended approval under suspension of the rule. <br />2) The committee voted unanimously to recommend Councilman Mike Gareau to serve <br />on the Landmarks Commission. Mr. Limpert moved that Council appoint Councilman <br />Gareau to the Landmarks Commission. The motion was seconded by Mr. Nashar and <br />unanimously approved. <br />Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The <br />meeting scheduled for Monday was canceled when the two agenda items were tabled at <br />the request of the developers. <br />Mr. Nashar, Chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on April 19. Present were committee members Miller, Gareau and <br />Nashar; Council members McKay and Limpert; Assistant Law Director Dubelko; <br />Assistant Building Commissioner Rymarczyk; Safety Director Jenkins. Agenda items <br />were as follows: <br />• Ordinance 99-33 which amends Section 521.08 of Chapter 521 of the General <br />~"°` Offenses Code entitled "Health, Safety and Sanitation" so as to prohibit the outdoor <br />6 <br />
