Council Minutes of 4/20/99 <br />storage of motor vehicles without current and valid license plates. The Law <br />Department is reviewing Ordinance 99-33 to add additional language to ensure that <br />the ordinance will give the Building Department enforcement power to remove junk <br />cars that are stored on property. The committee recommended this ordinance be held <br />in committee for further review. <br />• Ordinance 99-37, which amends Section 741.03 of Chapter 741, Business <br />Regulations Code of the City of North Olmsted, entitled "Deliveries to Commercial <br />Establishments," so as to prohibit the making or receiving deliveries or running <br />engines of motor vehicles near residences between the hours of 9 p.m. and 8 a.m. <br />The legislation was amended to read from 9 p.m. to 7 a.m. The committee <br />recommended approval. <br />• Ordinance 98-114, which was passed in December of 1998 and amends Section <br />351.03 of the Traffic Code entitled "Prohibited Standing or Parking Places" and the <br />Traffic Control File of the City of North Olmsted in order to establish acity-wide ban <br />against parking on the fire hydrant side of the street and further to provide for posting <br />of the signs on other city-wide parking bans at entrance-ways to the city. Council <br />members have received complaint phone calls from residents, some of whom have <br />been ticketed. As reported last December and covered by the newspapers and cable <br />TV, warnings were to be issued for the month of January. After that, citations would <br />be given. At the committee meeting, Councilman McKay made a recommendation to <br />the Safety Committee that additional signs be posted at the entrances to the <br />developments. The committee asked Safety Director Jenkins what the cost would be <br />for additional signs to be posted at the entrance-ways to the developments. Pending <br />his reply, this issue will be held in committee. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met <br />on April 13. Present were committee members Nashar, O'Grady and McKay; Council <br />members Limpert, Kasler and Miller; Mayor Musial; Service Director Bohlmann. <br />Agenda items were as follows: <br />• Resolution 99-41, which authorizes the Service Director to advertise for bids for <br />Phase 3 improvements in the storm drainage system for Lansing Drive and the Forest <br />Ridge subdivision. The project will be completed up to the North Park storm sewer <br />and, if that is needed to be done further, the project will be extended into next year at <br />a cost of $400,000. The committee recommended approval. <br />• Resolution 99-43, which requests the Ohio Department of Transportation to improve <br />I-480 from the east corporation line to the west corporation line with noise barriers as <br />needed. There are approximately 100,000 vehicles going through North Olmsted a <br />day, and this number of vehicles is a nuisance to North Olmsted residents. The <br />committee recommended approval. <br />• Resolution 99-48, which requests the Ohio Department of Transportation to extend <br />Great Northern Boulevard north to Columbia Road at the Westlake line to four lanes. <br />The resolution was amended to include the emergency clause and to eliminate the <br />word "such" in the fourth Whereas.
