Council Minutes of 4/20/99 <br />AUDIENCE PARTICIPATION <br />Dennis Lambert 25057 Carey Lane, spoke in support of the creation of the position of <br />Assistant Finance Director. He does not believe that a Charter amendment should be <br />done to provide for this position. He believes the Finance Director should have the <br />latitude to run her department. Council should debate the issue of how much it is going <br />to cost, but the issue of whether or not the position is needed should be made by the <br />Finance Director. <br />LEGISLATION <br />Ordinance No. 99-36 introduced by Mayor Musial was given its third reading. An <br />ordinance amending Section 943.07 of the Codified Ordinances of the City of North <br />Olmsted, entitled "Rates for Opening and Closing Graves; Staking for Monuments or <br />Headstones." Mr. O'Grady moved for adoption; second by Mr. Limpert; motion passed <br />unanimously. Ordinance No. 99-36 adopted. <br />Resolution No. 99-41 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for Phase 3 <br />(1999) improvements in the storm drainage system in the Lansing Drive and Forest Ridge <br />subdivision area as detailed in the plans and specifications on file and authorizing the <br />Mayor to contract for the same, and declaring an emergency. <br />Resolution No. 99-43 introduced by Mr. McKay and Mr. Nashar was given its second <br />reading. A resolution requesting the Ohio Department of Transportation to improve <br />Interstate 480 from the west corporation line to the east corporation line by constructing <br />noise barriers and declaring an emergency. <br />Ordinance No. 99-44 introduced by Mr. Gareau was given its second reading. An <br />ordinance creating new Section 135.021 of Chapter 135 of the Administrative Code of <br />the City of North Olmsted, entitled "Department of Finance," for the purpose of creating <br />a new position of Assistant Director of Finance, and declaring an emergency. <br />Ordinance No. 99-45 introduced by Mr. Gareau was given its second reading. An <br />ordinance amending Section 3 of Ordinance 98-32 entitled "An ordinance establishing <br />rates of compensation for various administrative and legislative personnel, and declaring <br />an emergency," in order to establish a salary range for the newly-created position of <br />Assistant Director of Finance, and declaring an emergency. <br />Resolution No. 99-47 introduced by Mr. O'Grady was given its second reading. A <br />resolution to petition the House Ways and Means Committee of the State General <br />Assembly to ask for its affirmative vote in support of Homestead Exemption reform as <br />embodied in HB 56. Mr. O'Grady moved for suspension of the, rule requiring three <br />readings; second by Mr. Nashar; motion passed unanimously.
