Council Minutes of 4/20/99 <br />Resolution No. 99-48 introduced by Mr. McKay was given its second reading. A <br />,a;,~ resolution requesting the Ohio Department of Transportation (ODOT) to extend Great <br />Northern Boulevard north to Columbia Road at the Westlake city line to four lanes. <br />Ordinance No. 99-49 introduced by Mayor Musial was given its second reading. An <br />ordinance amending Ordinance 98-141 so as to combine and establish various positions, <br />and to establish pay ranges and fringe benefits for employees at North Olmsted's Golf <br />Course, and declaring an emergency. Mrs. Kasler moved for suspension of the rule <br />requiring three readings; second by Mr. O'Grady; motion passed unanimously. Mrs. <br />Kasler moved for adoption; second by Mr. O'Grady; motion passed unanimously. <br />Ordinance No. 99-49 adopted. <br />Ordinance No. 99-34 was introduced and placed on first reading by Mr. McKay on behalf <br />of himself and the Mayor. An ordinance creating Chapter 172 of the Administrative <br />Code, entitled "Tax Incentive Review Council," in order to establish a Tax Incentive <br />Review Council as provided for in Section 5709.85 of the Ohio Revised Code, and <br />declaring an emergency. <br />Ordinance No. 99-50 was introduced and placed on first reading by Mr. Nashar. An <br />ordinance creating new Section 537.19 of Chapter 537 of the General Offenses Code, <br />entitled "Offenses Against Persons," so as to prohibit the pointing of laser devices at <br />persons or animals. <br />Ordinance No. 99-51 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself, Mr. O'Grady and Mr. McKay. An ordinance amending Section 171.06 <br />of Chapter 171 of the Administrative Code, entitled "Community Reinvestment," in order <br />to require that property owners who receive tax exemption for commercial or industrial <br />projects, and their contractors and subcontractors, pay prevailing wages in connection <br />with all project construction work, and declaring an emergency. <br />Resolution No. 99-52 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and the entire Council. A resolution proclaiming April 24, 1999 Arbor <br />Day in the City of North Olmsted and celebrating the award of Tree City USA. Mr. <br />Gareau moved for suspension of the rules requiring three readings and committee review; <br />second by Mr. Nashar; motion passed unanimously. Mr. Gareau moved for adoption; <br />second by Mr. Nashar; motion passed unanimously. Resolution No. 99-52 adopted. <br />Ordinance No. 99-54 was introduced and placed on first reading by Mr. O'Grady on <br />behalf of the Mayor and entire Council. An ordinance creating new Chapter 177 of the <br />Administrative Code of the City of North Olmsted entitled, "Project Labor Agreements," <br />providing for project labor agreements to be negotiated and adhered to in the course of <br />certain city building and other improvement projects, and declaring an emergency. <br /> <br />9 <br />..~ .
