Council Minutes of 3/16/99 <br />members of the commission and committee would like a bottom line figure of any <br />additional funding that might be available to recreation. <br />• A request was made of Mr. Jenkins to have a prioritized list of needs, highlighting <br />safety needs and including estimates if possible. <br />• A request of the administration in general to investigate other areas of funding that <br />might be available and designate it for Recreation Department purposes. <br />These requests were placed in writing and submitted to the Mayor and all parties with the <br />hope that aresponse-at least in draft form-will be received by ne}ct Council meeting so <br />that another joint meeting of these two organizations can be scheduled. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on March 8. <br />Present were committee members O'Grady, Kasler and Limpert; Council members <br />McKay, Miller and Gareau; directors of Finance, Service and Safety. The following <br />items were discussed: <br />• Ordinance 99-29, which is an ordinance to transfer funds from the North Olmsted <br />Municipal Bus Line Fund to the General Fund in the amount of $120,153. This <br />amount is based upon the 1995 and 1996 audits which show these funds as owed to <br />the City of North Olmsted from the Greater Cleveland Regional Transit Authority for <br />parts owned by the City of North Olmsted. The committee unanimously <br />recommended approval of Ordinance 99-29. <br />• Ordinance 99-30, which establishes an account in the Wastewater Treatment Plant <br />Fund for the purpose of improving the city's sanitary sewers by constructing and <br />reconstructing the city's storm sewers and other storm water drainage facilities. One <br />hundred and ten thousand dollars will be placed into this fund to address storm water <br />channels which are degrading sanitary systems. The committee unanimously <br />recommended approval of Ordinance 99-30. <br />• Ordinance 99-32, which establishes a Community Diversion Fund within the Special <br />Reserve Fund Group. This fund will be used for community diversion funds which <br />pass through the city accounts. Since these funds are federal, they do require a <br />separate fund. The committee has unanimously recommended approval of Ordinance <br />99-32. <br />2) The Finance Committee met on March 10. Present were committee members O'Grady <br />and Kasler; Council members Nashar, Gareau and Miller; directors of Finance, Service <br />and Safety; Tom Terbrack from the North Olmsted Municipal Bus Line; Chief <br />Osterhouse and Captain Ed Bak from the North Olmsted Fire Department and Chief <br />Ruple from the North Olmsted Police Department. This was the first meeting of the <br />Finance Committee's review of appropriations for the city. Since the review of the <br />appropriations is on-going, this will serve only as an interim report and a complete report <br />will follow after the appropriations have been completed. It should be further noted that <br />the book is still open on all accounts that have been reviewed so that Council can produce <br />a final appropriation that reflects the most efficient and equitable use of city funds.
