Council Minutes of 3/16/99 <br />dealership on the corner of Dewey and Lorain which would require the demolition of <br />the existing building on that site at the southwestern corner of the lot. A significant <br />factor to the entire proposal is the requirement to rezone to commercial use two <br />northern undeveloped parcels of property on Dewey. They are presently owned by <br />Mr. Halleen, and they are presently zoned for residential use. The proposal discussed <br />that evening, as well as on a previous occasion, calls for those two parcels to be <br />rezoned to commercial use. Mr. Schill was sensitive to the concerns of the Building, <br />Zoning and Development Committee, and he put forth a rather interesting proposal <br />which he believed best advanced and preserved, in fact enhanced, the character of the <br />neighborhood. The proposal calls for the use of masonry materials with the building <br />set closer to the street as opposed to further away with a decorative style and <br />architecture across the top of the building to mimic a building which had been built <br />some time ago in that area. The project incorporates extensive use of glass and there <br />is a pedestrian entrance on the sidewalk. He proposed the use of a marker and <br />additional green space on the corner to designate the area as a historically significant <br />area. He was amenable to the idea of placing a wrought iron fence around the entire <br />property. He also would like to use matching awnings above the windows. As to the <br />parcels to the north which need to be rezoned, Mr. Halleen was willing to use <br />mounding, perhaps 4 to 6 foot mounds with trees on top of the mounds ranging from <br />4 to 6 feet in height. On the commercial side of the mound, Mr. Halleen was willing <br />to use a lower lighting, perhaps 8 to 10 foot lighting to shield residents on Dewey <br />Road from any light that would possibly overflow onto their property. As a total <br />package, Mr. Halleen indicated that he was willing to look at the other three buildings <br />that he owns on that property. He indicated that he would be willing to perhaps <br />rehabilitate those buildings and incorporate matching colors and matching awnings to <br />give an integrated feel to that entire parcel extending from Porter Road all the way to <br />Dewey. Residents and the tenants expressed concern about the rezoning of the <br />parcels which are presently undeveloped. They were concerned with the interaction <br />of the dealership and their property. After a lengthy discussion, it was the consensus <br />of the Building, Zoning and Development Committee that the dialogue went well and <br />it was good opportunity to discuss these matters. At the close of the meeting, Mr. <br />Schill and Mr. Halleen indicated they would be willing to return with further <br />information. <br />• A review of Ordinance 98-131 entitled "An ordinance providing for the amendment <br />of the Zone Map of the City of North Olmsted in order to supplementally zone the <br />hereinafter described parcels of real property so as to include them within the new <br />Wireless Telecommunications Overlay District within the City of North Olmsted." <br />This matter was originally recommended for approval at the Council meeting of <br />February 15. However, between the Council meeting of February 15 and the Council <br />meeting of March 2, it came to Mr. Ga,reau's attention that perhaps there was a <br />communication lapse between Mr. Todd Hunt of Walter and Haverfield, our expert <br />on this area, and the Building, Zoning and Development committee. Specifically, <br />there was perhaps a misunderstanding as to the exact boundaries wherein these <br />telecommunications facilities would be permitted. To verify and remove and clarify <br />so there would be no misunderstanding, the matter was referred on March 2 back to <br />BZD and was discussed on this evening.
