Council Minutes of 3/2/99 <br />Ordinance No. 99-33 was introduced and placed on first reading by Mr. Limpert. An <br />ordinance amending Section 521.08 of Chapter 521 of the General Offenses Code, <br />entitled "Health, Safety and Sanitation," so as to prohibit the outdoor storage of motor <br />vehicles without current and valid license plates, and declaring an emergency. (The <br />ordinance was assigned to the Public Safety Committee.) <br />Ordinance No. 99-35 was introduced and placed on first reading by Mayor Musial. An <br />ordinance to make appropriations for current expenses and other expenditures for the City <br />of North Olmsted for the year ending December 31, 1999. (The ordinance was assigned <br />to the Finance Committee.) <br />MISCELLANEOUS BUSINESS <br />Citing Rule 23, Mrs. Kasler asked to cast her vote for the legislation that had been <br />considered at the February 16, 1999 Council meeting when she was absent. Her votes <br />were as follows: <br />• Ordinance 99-3. No <br />• Ordinance 99-4. Yes <br />• Ordinance 99-5. Yes <br />• Resolution 99-6. Yes <br />• Resolution 99-7. Yes <br />• Ordinance 99-10. Yes <br />Mrs. Kasler has written to the Sewer Rate Task Force (copy of letter is attached) and <br />asked that they look at reducing the minimum billing amount of one MCF per month. <br />Many small households, including senior citizens and empty nesters, do not use that <br />amount each month. Mrs. Kasler is requesting that the task force consider reducing the <br />minimum water consumption billed each month to one half MCF or investigate the <br />possibility of billing for actual consumption. She understands the rates were set to cover <br />the operating costs of the WWTP, and to reduce the rates for one faction of the <br />population after the fact would be difficult without raising the rates for others. However, <br />the reverse of that scenario is that smaller households do not use the present one MCF <br />and this results in their subsidizing the rest of the city. It would be more equitable to base <br />the rates on actual consumption-this would truly be a user's fee. Since periodic <br />opportunities arise to re-evaluate the sewer rate, she has requested that the task force <br />investigate the possibility of instituting a new rate schedule whenever a change of rates is <br />permitted by the City of Cleveland. Mrs. Kasler requested that Council be apprised of <br />the task force meeting schedule. Mayor Musial said her comments would be taken under <br />consideration. Reviewing the tax structure is a goal of the task force, and whatever <br />recommendations the task force comes up with will be presented to Council for <br />consideration. <br />U, <br />10 <br /> <br />
