Council Minutes of 2/2/99 <br />Ordinance No. 99-18 was introduced and placed on first reading by Mr. Gareau. An <br />~~,, <br />ordinance amending Section 161.11 (Accumulated Vacation Leave) of the Administrative <br />Code of the City of North Olmsted, and repealing Section 2 of Ordinance No. 90-161, so <br />as to require that non-bazgaining unit employees entitled to vacation leave take a <br />minimum of five consecutive workdays off each year or forfeit days of earned vacation <br />leave, and declaring an emergency. <br />Ordinance No. 99-19 was introduced and placed on first reading by Mr. Gareau. A <br />resolution extending for an additional three month period the moratorium imposed <br />against all building and construction activity on real property which is located within the <br />herein described historical district of the City of North Olmsted, and declaring an <br />emergency. Mr. Gareau moved for suspension of the rules requiring three readings and <br />committee review; second by Mr. McKay. Roll call: Gareau, yes, McKay, yes; Kasler, <br />yes; Nashar, no; Miller, yes; Limpert, yes; O'Grady, no. The motion passed with five <br />affirmative votes and two negative votes. Mr. Gareau moved for adoption; second by <br />Mr. McKay. Roll call: Gareau, yes; McKay, yes; Miller, yes; Nashar, no; O'Grady, no; <br />Kasler, yes; Limpert, yes. The motion passed with five affirmative votes and two <br />negative votes. Ordinance No. 99-19 adopted. <br />MISCELLANEOUS BUSINESS <br />Mr. O'Grady assigned Ordinance 99-17 to the Intra-Governmental Relations and <br />Legislation; Long-Range Planning Committee and Ordinance 99-18 to the Finance <br />Committee. <br />Mr. Limpert scheduled an Intra-Governmental Relations and Legislation; Long-Range <br />Planning Committee meeting for February 9, following the 6 p.m. committee meeting. A <br />representative from the Law Department and the Finance Director are invited. <br />Mr. O'Grady scheduled a Finance Committee meeting for February 9 at 6 p.m. to discuss <br />Ordinance 99-18. The directors of Law, Service and Finance are invited. <br />Mr. Nashar scheduled a Public Safety, Health and Welfare Committee meeting for <br />February 9, immediately following the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee, to discuss a liquor license at 4726 Great Northern <br />Boulevard. The Safety Director is invited. <br />Mr. Gareau scheduled a Building, Zoning and Development Committee meeting on <br />Monday, February 8, at 6 p.m. to discuss Ordinance 98-131 and Ordinance 99-10. A <br />representative from the Engineering Department is asked to attend. <br />Mr. Gareau gave an update on the Manor Care issue. On January 15 a letter was sent <br />from Building Commissioner Conway to Mr. Jim Behrend, project manager of Manor <br />Care Health Services. The letter read: "Dear Mr. Behrend, please be advised that the <br />minor changes have been approved. Therefore, you may commence with the work.
