Council Minutes of 2/2/99 <br />auditors had and with administrative procedures being drafted which adequately ensure <br />proper payment of these benefits. <br />~~ 3) She has received a notice from RITA outlining the Y2K compliant testing that was <br />performed and a certification by Barrish and Associates, an independent computer <br />consulting firm, that the RITA tax system is compliant for the year 2000. <br />4) A request has been made of the State Auditor's office to hold apre-audit conference <br />with the Mayor, Finance Director and Council prior to any work being performed on the <br />Springvale special audit for 1997. A date will be scheduled within the next two weeks. <br />5) During the recent discussion of capital improvements, it was discussed that the HVAC <br />project requires a significant time for ordering and delivery to meet the product timelines. <br />Therefore, Resolution No. 99-15 authorizes the Finance Director to temporarily advance <br />$300,000 of unappropriated funds from the worker's comp rebate of last year until the <br />formal borrowing that will occur this spring. <br />Mr. McKay, Chairperson of the Streets & Drainage Committee: 1) The committee met in <br />joint session with the Finance Committee on January 27 to discuss capital improvements <br />for 1999. Present were committee members Kasler, Limpert, O'Grady, Nashar and <br />McKay; Council members Gareau and Miller; Council President Saringer; Mayor Musial; <br />directors Bohlmann and Copfer. The total program for 1999 will amount to $2,121,000: <br />• Slab repair, $500,000. Thirty-five streets are on the list, but not all will be completed. <br />There will be an asphalt overlay and grinding down of the surface of W. 231, north of <br />Lorain Road. The cost for Maple Ridge between Walter and Columbia will be shared <br />with Westlake. <br />• Street lighting, $100,000, with 26 streets listed. We are in the process of determining <br />how the streets will be completed. One plan is to do the oldest street first as we feel <br />those are the residents who have waited the longest. The other scenario is that some <br />people were promised street lights 10 years ago. This issue will be discussed again. <br />• Lansing Drive storm improvements phase 3, a $500,000 project. The project is in <br />stage 2 at the present time. <br />• Engineering and right-of--way acquisitions, applications of Issue 2 money for Clague <br />and Lorain expansion, $25,000 for 1999. The total funding that we can possibly <br />receive would be $100,000 in the year 2000. <br />• Chestnut-Barton storm ditch project, $150,000. <br />• Gessner Road resurfacing from Lorain to Walter involving grinding to the base and <br />some sidewalk repair, which is an 80/20 project with the county. The city's 20% <br />share would be $36,000. <br />• Brookpark Road phase 2, $130,000 <br />• We hope to get a Community Block Grant project, and the city's share would be <br />$80,000. <br />• Reconstruction of Woodview Drive, $300,000. <br />• Recreation Center HVAC and possible new lighting needs, $300,000 in addition. to <br />the $413,000 from last year. <br />~~ <br />
