Council Minutes of 2/2/99 <br />2. Ordinance Nos. 99-4 and 99-5, legislation for the Community Development Block <br />`"' Grant projects. Ordinance 99-4 was amended to increase the city's share by $4,000 to <br />'~ $64,000 making it a 40/60 split and getting us one extra point in the Community Block <br />Grant application through the county. The committee unanimously recommended <br />approval. Ordinance 99-5, for the Minority Business and Women Business Enterprise, <br />15% on the M.B.E. and 5% for W.B.E. The committee unanimously recommended <br />approval. <br />Mr. O'Grady, Chairperson of the Finance Committee: 1) The committee met on January <br />26. Present were committee members O'Grady, Kasler and Limpert; Council members <br />McKay, Nashar, Gareau and Miller; Mayor Musial; directors of Finance, Law, Service <br />and Safety. (The Finance Committee did meet in conjunction with the Streets & <br />Drainage Committee regarding capital improvements, and the results of that meeting <br />were reported by the Streets & Drainage Chairperson.) The following items were <br />discussed: <br />• Ordinance No. 99-6, which authorizes the Service Director to advertise for bids for a <br />vacuum street sweeper. The existing sweeper was purchased in 1991 with a <br />projected 10-year life. This vehicle will be traded in on the new vehicle. The new <br />vehicle will have brooms on both sides so that streets such as Brookpark Road, <br />which have an island in the middle, can have the curb cleaned without running the <br />street sweeper vehicle the wrong direction down the highways. The committee <br />unanimously recommended approval of Ordinance 99-6. <br />• Ordinance Nos. 99-12 and 99-13 were jointly considered as both deal with proposed <br />reorganization of the Law Department. Ordinance 99-12 creates a second Civil <br />Assistant position and removes two legal clerk positions. Ordinance 99-13 <br />establishes a rate of pay for the newly created part-time Civil Assistant for the year <br />1999 only. Under these ordinances, the two positions of law clerk which together <br />pay a total of $15,000 annually will be eliminated. The new Civil Assistant position <br />will pay $25,000 annually. It was noted that the low rate of pay for the law clerks <br />has caused difficulty in attracting and maintaining quality people. The new position <br />will replace the two clerks with a licensed attorney who will be able to assist the city <br />with the more than 96 legal issues that will be briefed in the coming months and <br />other work as needed to support the Law Department. The committee unanimously <br />recommended approval and passage under suspension of the rule. <br />Mr. Gareau, Chairperson of the Building, Zoning and Development Committee: 1) The <br />committee met on February 1. Present were committee members Miller, Gareau and <br />McKay; Council member O'Grady; Assistant City Engineer Dave McDermott; Assistant <br />Building Commissioner Tom Rymarczyk; Dan Allen and Bob Thomas of Fortney & <br />Weygandt, (KJMC Inc.); Stephen Schill of Schill Architecture Inc. There were four items <br />on the agenda: <br />• Natesan, S. V. Development Corporation, lot split. The proposal is to split P. P. No. <br />231-29-013, which has frontage on both Lorain Road and Gessner Road, into two <br />separate parcels. As existing, the parcel is presently zoned divided--a split between <br />Retail Business General and Single Family Residential. The proposed split in the <br />.~;. <br />5 <br />
