Council Minutes of 2/2/99 <br />BZA take into consideration the BZD opinion when making that determination. It <br />was specifically discussed that there will be no truck on site--although it is a furniture <br />store, there will be no delivery truck parked on the site. After discussion, the <br />committee unanimously recommended approval subject to the column modifications <br />as set forth previously and further subject to the recommendations of the boards and <br />commissions of the City of North Olmsted. Mr. Gareau moved that Council approve <br />the Norwalk Furniture proposal subject to the column modifications and to the <br />recommendations of the boards and commissions. The motion was seconded by Mr. <br />Miller and unanimously approved. <br />• Ordinance No. 98-130, an ordinance to amend the Zoning Code to add a new Chapter <br />1151 entitled "Wireless Telecommunication Facilities Regulations" and "Wireless <br />Telecommunication Facilities Overlay District." The proposed ordinance seeks to <br />regulate wireless telecommunication towers and related facilities in order to provide <br />orderly development, ensuring aesthetic considerations for surrounding neighbors and <br />enhancing and protecting the safety concerns that have been expressed in the past. <br />The issue of telecommunications towers has been brought up on several occasions for <br />passage. The off-of-Claque Park being one instance and a proposal some time ago to <br />construct a telecommunications tower on property owned by the City of North <br />Olmsted near the Rec Center. Both sites were rather close to residential properties. <br />The regulations in this legislation seek to establish a hierarchy of acceptable locations <br />within the City of North Olmsted for the development and construction of wireless <br />telecommunications facilities through the establishment of permitted uses or <br />conditional uses in certain zoning districts. An overlay district, which will allow <br />towers to be located in areas not otherwise specified, will be created. These <br />telecommunications towers will be a permitted. use in any interstate highway right-of- <br />way or on or within an easement or parcel used for electric high tension power lines-- <br />for example, on the west end of town where the high tension wires cross Lorain Road <br />and where a proposal is presently under way to construct a telecommunications tower <br />in that zone. Towers will be a conditional use in established wireless <br />communications districts. The towers will be capped at 200 feet. Co-location or <br />mounting more than one company on one pole will be required if possible. The <br />minimum distance between towers in North Olmsted will be '/2 mile. Setbacks, and <br />that includes telecommunications towers outside the city when taking the '/2 mile <br />radius in consideration, will be at least 300 feet except in interstate highway zones <br />where they will be 110% of the height of the pole. The committee, after discussion, <br />unanimously recommended approval of Ordinance 98-130. It's companion, <br />Ordinance No. 98-131, will be discussed at the next Building, Zoning and <br />Development Committee meeting. <br />Mrs. Kasler, Chairperson of the Recreation, Public Parks and Buildings Committee: <br />1) The committee on January 26. Present were Council members Gareau, Miller, <br />McKay, Nashar, O'Grady and Limpert; Council President Saringer; Mayor Musial; <br />Safety Director Jenkins. The following items were discussed: <br />• Ordinance No. 99-7, which authorizes the Director of Public Safety to bid for <br />printing of both the Summer and Fall Recreation brochures.
