Council Minutes of 2/2/99 <br /> <br />found that bidding for both brochures at the same time results in savings for the city. <br />A suggestion was made by Councilman Gareau that the committee consider <br />including a community newsletter to the brochure. Several pros and cons arose <br />during this discussion; and, therefore, it was requested that the administration <br />investigate the cost of such an addition. Once the cost has been determined and <br />when Council members have had an opportunity to explore this suggestion, the <br />Recreation Committee will reconvene to readdress this issue within the next few <br />months. Before any final decision is made, the Rec Commission will be consulted as <br />well. The committee unanimously voted to recommend Ordinance 99-7 to the rest of <br />Council. <br />At the request of some residents, the committee discussed Codified Ordinance 505.02 <br />(d), which addresses the inability of residents or guests of the city to bring their dogs <br />into our public parks. The ordinance prohibits dogs in the park even if they are under <br />the control of their owner. After much discussion and an appreciation expressed by <br />members of the committee for residents desiring to take their animals with them and <br />to walk them in the park areas, it was the consensus of this body that the ordinance <br />should remain unchanged for the good of the majority of residents utilizing the parks <br />and the fields. Allowing the animals into the park seemed to create unmanageable <br />problems. Even if a separate walk or play area were established for animals, the <br />problems of supervision and cleanliness, in the opinion of this Council, overrides the <br />request for a change to the ordinance. <br />LETTERS AND COMMUNICATIONS <br />A letter was received from former Westlife reporter Jacgi Templeton thanking everyone <br />for their assistance and cooperation over the years. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane, is concerned about Ordinance 99-10. Mr. Lambert <br />feels it will cause irreparable harm to the success that North Olmsted has enjoyed so long <br />and so willingly with regard to development of this community. He believes that the <br />issue of "not in my backyard" can override the possibility of what is best for the <br />community. Mr. Lambert feels each resident should have an equal vote in what goes into <br />the community. Mr. McKay explained that the Charter change requiring the affirmative <br />vote of the ward in addition to the total city vote refers only to zoning changes presented <br />on an initiative or referendum petition. Normal zoning changes will still go through the <br />same process. This Charter change does not hinder development of the city. Mr. McKay <br />noted that, if this change had been in place during the petition drive to change the zoning <br />on Parcel E, the North Olmsted residents of that ward would not have had to spend so <br />much of their own money to defeat the issue. Big business has a lot more money than the <br />average citizen to promote such issues.
