Council Minutes of 2/2/99 <br />LEGISLATION <br />' ° Ordinance No. 99-4 introduced by Mr. Limpert was given its second reading. An <br />ordinance authorizing and directing Don Copeland, Director of the Department of Human <br />Resources, to make application on behalf of the City of North Olmsted for Community <br />Development Block Grant Funds for the fiscal year 1999 for multiple projects titled <br />Americans with Disabilities Act Compliance for the City of North Olmsted's Springvale <br />Ballroom, West 230' Street and sewer improvements, West 232°d Street and sewer <br />improvements, and declaring an emergency as amended. <br />Ordinance No. 99-5 introduced by Mr. Limpert was given its second reading. An <br />ordinance authorizing a specification requirement for Minority Business Enterprise <br />(M.B.E.) and Women Business Enterprise (W.B.E.) participation in fiscal year 1999 <br />Community Development Block Grants projects of 15% for M.B.E. and 5% for W.B.E., <br />and declaring an emergency. <br />Resolution No. 99-6 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for one (1) <br />vacuum street sweeper, and declaring an emergency. <br />Resolution No. 99-7 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Safety to advertise for bids for printing of <br />the Spring/Summer and Autumn/Winter North Olmsted Parks and Recreation <br />Department brochure, as per specifications now on file in his office, and authorizing the <br />Mayor to contract for same, and declaring an emergency. <br />Ordinance No. 99-10 introduced by Mr. McKay on behalf of the Mayor and entire <br />Council was given its second reading. An ordinance providing for the submission to the <br />electors of the City of North Olmsted of an amendment to Article X (Initiative, <br />Referendum and Recall) of the Charter of the City of North Olmsted to require that every <br />initiative or referendum measure on the ballot involving the rezoning of any parcel or <br />parcels of land in the city be approved by a majority of the city-wide vote and by a <br />majority of the voters residing in the ward or wards of the city where any part of the <br />parcel or parcels are located. <br />Ordinance No. 99-11 introduced by mayor Musial was given its second reading. An <br />ordinance amending Section 555.03 of the Noise Control Code of the City of North <br />Olmsted, entitled "Specific Prohibitions" so as to prohibit the operation of tow motors, <br />payloaders, backhoes and similar motorized vehicles used for loading, unloading and/or <br />transporting goods on any premises, within 175 feet of any residential lot line between <br />the hours of 9:00 p.m. and 8:00 a.m., and declaring an emergency as amended. <br />:~. <br />9 <br />
