Council Minutes of 1/19/99 <br />AUDIENCE PARTICIPATION <br />Sharon Hartzell, 4566 Porter Road, thanked the city for the good job of cleaning the <br />streets during the recent winter storms. She leaves for work before 5:30 a.m. and found <br />the streets to be in excellent condition. <br />Paul Barker, 23629 Carriage Lane, asked that Council not pass Ordinance 99-3 which <br />will provide for a uniform speed of 35 mph on Lorain Road. He believes that an increase <br />in speed will result in an increase in accidents and injuries. Also, he believes the cost of <br />automobile insurance will be affected. <br />Dennis Lambert, 25057 Carey Lane, spoke in favor of Ordinance 99-93. He feels that the <br />uniform 35 mph speed will work with the synchronized lights better and will enhance the <br />flow of traffic on Lorain Road. <br />Jim Burns, 3978 Dover Center Road, noted that the response by the Finance Director to <br />the audit findings is conspicuously absent from the 1997 audit. As the former Finance <br />Director, he has submitted a copy of his response to the audit findings to City Council, <br />the Mayor and the directors of Finance and Law. Mr. Burns believes his response is a <br />public record and should be made available to anyone who asks for a copy of the audit. <br />Jean Lieb, 4577 Kew Drive, thanked the Mayor for taking the time to meet with the <br />Webelos from Pack 664. On a safety issue, Mrs. Lieb noted that her neighborhood is <br />very dark and she is concerned about the safety of children and the incidences of crime. <br />She asked that Council and the administration put a priority on the safety of children and <br />push the issue of street lighting in all city neighborhoods. Mayor Musial said that street <br />lighting is very high on his priority list and is one of the items that will be presented to <br />Council for consideration. He would like to have street lighting in all city neighborhoods <br />within three years. <br />LEGISLATION <br />Ordinance No. 98-148 introduced by Mr. Limpert on behalf of himself and Mr. Gareau <br />was given its third reading. An ordinance amending Section 721.03 of Chapter 721 of <br />the Business Regulation Code, entitled "Peddlers, Solicitors and Canvassers," so as to <br />prohibit peddling, soliciting and canvassing in the city after sunset, and declaring an <br />emergency, as amended. Mr. Limpert moved for adoption; second by Mr. Gareau; <br />motion passed unanimously. Ordinance No. 98-148 adopted. <br />Ordinance No. 98-141 introduced by Mayor Musial was given its second reading as <br />amended. An ordinance amending Ordinance 97-49 so as to combine and establish <br />various positions, and to establish pay ranges and fringe benefits for employees at North <br />Olmsted's Golf Course, and declaring an emergency as amended. Mrs. Kasler moved for <br />suspension of the rule requiring three readings; second by Mr. Limpert; motion passed <br />unanimously.
