Council Minutes of 1/19/99 <br />Resolution No. 99-7 was introduced and placed on first reading by Mayor Musial. A <br />resolution authorizing the Director of Public Safety to advertise for bids for printing of <br />the Spring/Summer and Autumn/Winter North Olmsted Parks and Recreation <br />Department brochure, as per specifications now on file in his office, and authorizing the <br />Mayor to contract for same, and declaring an emergency. The resolution was assigned to <br />the Recreation Committee. <br />Ordinance No. 99-9 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Director of Public Service to make emergency purchases of <br />road salt to supplement the existing contract for the purchase of road salt for use on city <br />streets, without public bidding, and declaring an emergency. Mr. O'Grady moved for <br />suspension of the rules requiring three readings and committee review; second by Mr. <br />Miller; motion passed unanimously. Mr. O'Grady moved for adoption; second by Mr. <br />Miller; motion passed unanimously. Ordinance No. 99-9 adopted. <br />Ordinance No. 99-10 was introduced and placed on first reading by Mr. McKay on behalf <br />of the Mayor and entire Council. An ordinance providing for the submission to the <br />electors of the City of North Olmsted of an amendment to Article X (Initiative, <br />Referendum and Recall) of the Charter of the City of North Olmsted to require that every <br />initiative or referendum measure on the ballot involving the rezoning of any parcel or <br />parcels of land in the city be approved by a majority of the city-wide vote and by a <br />majority of the voters residing in the ward or wards of the city where any part of the <br />parcel or parcels are located. The ordinance was assigned to the Legislative Committee. <br />Ordinance No. 99-11 was introduced and placed on first reading by Mayor Musial. An <br />ordinance amending Section 555.03 of the Noise Control Code of the City of North <br />Olmsted, entitled "Specific Prohibitions" so as to prohibit the operation of tow motors, <br />and similar motorized vehicles used for loading, unloading and/or transporting goods on <br />any premises, within 150 feet of any residential lot line between the hours of 10:00 p.m. <br />and 7:00 a. m. and declaring an emergency. The ordinance was assigned to the Public <br />Safety Committee. <br />Ordinance No. 99-12 was introduced and placed on first reading by Mr. O'Grady. An <br />ordinance amending Section 137.01 (Composition) of Chapter 137, entitled "Department <br />of Law" of the Administrative Code, in order to provide for the creation of a second Civil <br />Assistant position and further to eliminate the two positions of Law Clerk in the Law <br />Department, and declaring an emergency. The ordinance was assigned to the Finance <br />Committee. <br />MISCELLANEOUS BUSINESS <br />Mr. O'Grady scheduled a Finance Committee meeting for 6 p.m. on Tuesday, January 26, <br />to discuss Resolution 99-6 and Ordinance 99-12.
