Council Minutes of 11/21/2000 <br />Ordinance No. 2000-154 introduced by Councilman Gareau was given its second <br />reading. An ordinance amending Sections 505.04, entitled "Abandoning Animals," <br />505.06, entitled "Poisoning Animals," and 505.07, entitled "Cruelty to Animals" of the <br />General Offenses Code, so as to make violations of each said Section of the General <br />Offenses Code first degree misdemeanor offenses, and declaring an emergency. <br />Resolution No. 2000-155 introduced by Councilman McKay was given its second <br />reading. A resolution urging Congress to defeat a bill which would take zoning authority <br />away from municipalities and give it to the federal government. <br />Ordinance No. 2000-158 introduced by the Mayor and entire Council was given its <br />second reading. An ordinance providing for the issuance and sale of $2,750,000 of notes, <br />in anticipation of the issuance of bonds, for the purpose of constructing, furnishing, <br />equipping and otherwise improving a free public library building and acquiring, <br />preparing, landscaping and otherwise improving its site. <br />Resolution No. 2000-159 introduced by Councilman McKay was given its second <br />reading. A resolution accepting the amounts and rates as determined by the Budget <br />Commission and authorizing the necessary tax levies and certifying them to the County <br />Auditor. <br />Resolution No. 2000-156 was introduced and placed on first reading by Councilman <br />Miller. A resolution urging the Cuyahoga County Board of Elections to discontinue the <br />use of the "Butterfly-type" ballot in all future elections in Cuyahoga County, Ohio, and to <br />expedite plans for the consideration of electronic balloting in Cuyahoga County, Ohio, <br />and declaring an emergency. Mr. Miller moved for suspension of the rule requiring three <br />readings. (The legislation was reviewed by committee and recommended for approval.) <br />The motion was seconded by Mrs. Kasler. Roll call: Miller, yes; Kasler, yes; McKay, <br />yes; Gareau, yes; Limpert, yes; Nashar, yes; O'Grady, no. The motion passed with six <br />affirmative votes and one negative vote. Mr. Miller moved for adoption; second by Mr. <br />Gareau. Roll call: Miller, yes; Gareau, yes; Kasler, yes; Limpert, no, with comment that <br />it seems that we have enough problems with ballots and voting now when we have hard <br />copies of the various ballots and the like. He doesn't believe we know enough about <br />electronic balloting to know whether there could be additional problems caused by a <br />hacker or poor programming. Roll call continued: McKay, yes; Nashar, yes; O'Grady, <br />no, with comment that he questions the value of this resolution. He rather doubts that the <br />Cuyahoga County Board of Elections is going to dash out and do something because they <br />receive a resolution from the City of North Olmsted. He feels it might be more useful to <br />go out and find what can be done right and what can be done properly and maybe make a <br />suggestion along those lines. The motion passed with five affirmative votes and two <br />negative votes. Resolution No. 2000-156 adopted. <br />Resolution No. 2000-157 was introduced and placed on first reading by Councilman <br />McKay. A resolution declaring December 7, 2000 "Pearl Harbor Day" and declaring an <br />emergency.
