Council Minutes of 11/21/2000 <br />Nashar, yes; Kasler, yes; Miller, yes, with comment that he believes in the strength of <br />resolutions. Roll call continued: Gareau, yes; Limpert, yes. The motion passed <br />unanimously. Mr. McKay moved for adoption; second by Mr. O'Grady; motion passed <br />unanimously. Resolution No. 2000-157 adopted. <br />Resolution No. 2000-160 was introduced and placed on first reading by Councilman <br />Miller on behalf of the Mayor and entire Council. A resolution urging Developers <br />Diversified, Inc. to find a theatre operator willing to reopen and renovate the Great <br />Northern Theatre, and declaring an emergency <br />Ordinance No. 2000-161 was introduced and placed on first reading by Councilman <br />Gareau. An ordinance creating new Section 165.16 of Chapter 165 of the Administrative <br />Code of the City of North Olmsted, entitled "Procedure for Minor Changes," in order to <br />establish an expedited approval procedure for minor changes to historical structures and <br />other buildings and structures located in historical districts, and declaring an emergency. <br />Ordinance No. 2000-162 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Mayor of the City of North Olmsted to enter into a new <br />contract of employment with Jerry Ludvik, the Golf Pro at the Springvale Golf Course, <br />and declaring an emergency. Mr. McKay moved to suspend the rule requiring three <br />readings. (The legislation has been in committee.) The motion was seconded by Mr. <br />Gareau and unanimously passed. Mr. McKay moved for adoption; second by Mr. <br />Gareau; motion passed unanimously. Ordinance No. 2000-162 adopted. <br />Ordinance No. 2000-163 was introduced and placed on first reading by Councilman <br />McKay on behalf of the Mayor and entire Council. An ordinance providing for the <br />issuance and sale of $8,000,000 of notes, in anticipation of the issuance of bonds, for the <br />purpose of constructing, furnishing, equipping and otherwise improving a free public <br />library building and acquiring, preparing, landscaping and otherwise improving its site. <br />MISCELLANEOUS BUSINESS <br />President Saringer made the following committee assignments: Resolution 2000-160, <br />Legislative Committee; Ordinance 2000-161, BZD Committee; Ordinance 2000-163, <br />Finance Committee. <br />Mrs. Kasler, who was absent from the previous Council meeting, requested that her votes <br />be recorded as follows: Yes on the following ordinances and resolutions: 99-108, <br />2000-81, 2000-125, 2000-126, 2000-127, 2000-128, 2000-129. <br />Mrs. Kasler said she wished to make a brief comment regarding Mr. Gareau's <br />resignation. She has shared her thoughts with him, but wanted to say that she certainly <br />regrets losing him as a colleague on Council. She is overwhelmed with appreciation for <br />the opportunity to have known him as a colleague as well as a friend. She respects his <br />knowledge and his approach and the talents that he brought to this Council and hopes to <br />see him back again soon. Congratulations to him and his wife.
