Council Minutes of 11/8/2000 <br />4) The city has received a grant for $10,624 from Attorney General Betty Montgomery's <br />Law Enforcement Fund to be used by the Police Department for equipment. The funds <br />will be used to purchase a 911 emergency dispatch training simulator, an ultrasonic <br />cleaning tank for firearms and an ultralight long-range laser speed and range <br />measurement device. <br />Law Director Gareau: 1) The city has agreed to joint negotiations with the correction <br />officers and the police officers which will begin within the next three to four weeks. <br />2) Next week an arbitration case will be held dealing with an issue of overtime for police <br />dispatchers. <br />3) An arbitrator will be chosen for a dispute dealing with overtime at the Fire <br />Department. <br />Councilman Nashar asked the Law Director if there had been any recent discussions <br />relating to an issue that had been before Council several years ago regarding video <br />surveillance cameras in parking lots. Mr. Nashar remembered that, at the time, the Law <br />Director and Police Department representatives had gone to Baltimore to look at their <br />system. Law Director Gareau said that at that time he, Safety Director Kasler and a <br />police officer had visited Baltimore and also the University of Maryland to view their <br />monitoring systems. They found that the system had helped to clean up the areas in <br />downtown Baltimore that previously had a lot of crime.. The University of Maryland's <br />monitoring system was even superior to Baltimore's. They came back with the thought <br />that a surveillance system would be very worthwhile. Since that time, there have been a <br />number of crimes that have been solved in the greater Cleveland area and throughout the <br />country through the use of monitoring systems. Council should probably take another <br />look at the pending ordinance. President Saringer assigned the pending legislation to the <br />Public Safety Committee. <br />Finance Director Copfer: 1) The city has six requests for proposals from <br />private/independent public accountants to perform the audit for the city. We are currently <br />evaluating these in cooperation with the State Auditor's office and will be awarding the <br />contract in several weeks. The contract is actually between the independent accountant <br />and the Auditor of State. <br />2) The community report was mailed last week, and she has received phone calls and <br />notes from residents who are pleased with the report. <br />President Saringer reported on the public hearings held on October 30 regarding the <br />following legislation: <br />• Ordinance 2000-81, creating new sections of the Zoning Code, "Permitted Buildings <br />and Uses" and "Area and Density Requirements," so as to permit golf courses and <br />buildings associated or related to the operation of golf courses as accessory uses in <br />Single Family Cluster Districts of the city. Although there were four residents in the <br />audience, no one made any comments with regard to this legislation. There was a <br />discussion among Council members, and Councilman Miller brought up the fact that <br />golf balls are hitting some of the homes adjacent to the North Olmsted Golf Course. <br />However, this issue did not affect the zoning issue addressed in the legislation. <br />Z <br />
