Council Minutes of 11/S/2000 <br />• Ordinance 99-113, which amends the Zoning Code in order to prohibit commercial <br />+i and new residential developers from obtaining building permits for real property <br />development when real property taxes are due and owing. Resident Jim Burns was <br />in attendance and asked for an explanation of the amendment to the ordinance. Mr. <br />Miller explained the ordinance would now allow a developer to have an agreement to <br />pay back taxes and a schedule of payments. Mr. Burns questioned whether the <br />Auditor's office was set up to provide proof of this payment for businesses or <br />individuals. Council President Saringer did not think there would be a problem in <br />getting information from the County Auditor's office. Since that time, the Clerk of <br />Council has called the Auditor's office and was able to get requested information <br />without a problem. <br />• Ordinance 2000-118, requiring landscaped areas on parcels of land within the General <br />Retail Business District to be serviced by underground irrigation systems. <br />• Ordinance 99-83, providing for the amendment of the zone map by changing the <br />zoning of parcels of real property located on Dewey Road, north of Lorain Road, <br />from Single Family Residence District to General Retail Business District. A letter <br />was read from Mrs. William Jordan who is against the rezoning. Other residents who <br />spoke in opposition to the rezoning or expressed concern were: David Holder, Kim <br />Doyle, Marguerite Smith, Jim Pascuta, Mr. Correll, Mr. Hebebrand, Dave Meadows. <br />Mr. O'Grady, chairperson of the Environmental Control Committee: 1) The committee <br />met on October 24. Present were committee members O'Grady and McKay; Council <br />members Limpert, Miller, Nashar and Saringer; Finance Director Copfer, Service <br />Director Bohlmann; and from the Wastewater Treatment Plant, Dennis Long, Bob <br />Nichols and Bharati Torgalkar. The committee discussed Resolution 2000-135, which <br />authorizes the Director of Public Service to advertise for bids for yard piping and sludge <br />building modifications at the North Olmsted Wastewater Treatment Plant. The tie-ins <br />will be used for permanent connections of our centrifuge system. The building <br />modifications will permit the storage of sludge inside until the removal of that sludge <br />from the site. Dennis Long projected a savings of half a million dollars over afive-year <br />period based on these modifications. The Environmental Control Committee <br />unanimously recommended approval of Resolution 2000-13 5. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on October 24. Present were committee members O'Grady, Nashar and <br />Limpert; Council members McKay and Miller; Mayor Musial, Safety Director Jenkins, <br />Finance Director Copfer and Service Director Bohlmann. The following items were on <br />the agenda: <br />• Resolution 2000-136, which authorizes the Mayor to enter into a contract with the <br />Cuyahoga County General Health District for the year 2001. The resolution, along <br />with the contract, which was included as Exhibit A, were discussed in committee and <br />found to be acceptable. The Service Director cited the outstanding performance of <br />the Cuyahoga County General Health District, and members of Council agreed. The <br />Safety Committee unanimously recommended approval of Resolution 2000-136. <br />3 <br />
