Public Hearing <br />Ordinance No. 99-83 <br />`~ wasn't a good idea because, when driving down the street, you would see a mound with a <br />fence on it although it would have been required to be heavily landscaped. Some people <br />like mounds, and others do not. As to lighting, the city does not have an ordinance to <br />address nuisance spillover lighting, but there is one pending. The requirement has always <br />been zero light at the lot line. These parcels will be developed eventually, and he would <br />like to see this dialogue Lead to how we want to see Lorain Road develop and also lessen <br />the impact upon the residential property owners. He was trying to strike that balance, and <br />he understands where the residents are coming from. Same of the concerns have more <br />validity than others, but they all deserve to be heard. <br />Bob Hebebrand, 5181 Dewey Road, said the residents have been coming to meetings <br />about rezoning the Lots on Dewey Road for many years. He asked what would happen to <br />the empty back building-will it be torn down and the lot used for parking? Mr. Gareau <br />said no. Under the proposal, if the rezoning took place, the two buildings that would be <br />removed are the one on the corner of Dewey and Lorain. and then the current Kia <br />dealership, which used to be Peddler's Outlet. Mr. Hebebrand said he had in mind was <br />that the body shop and garage in the back could be removed and the lots on Dewey could <br />be left alone. On another matter, he asked what would happen to the trees if mounds <br />were to be put in. Those trees provide shade and act as natural noise barriers. Also, the <br />street is not wide enough to put large trucks on such as car carriers. There is also a water <br />problem in the area. He hates to see the natural area go. He doesn't mind the building <br />and he doesn't object to Lorain Road, but leave Dewey Road alone. <br />Joseph H. Pacsuta, 5244 Dewey, said he understands that the purpose of this hearing <br />tonight is for a rezoning into business. This is not the idea of North Olmsted-he <br />believes this is the idea of the automobile dealer. Before this could be considered, we <br />have to take into example some of the other business along there and traffic and safety <br />studies should be done. Traffic already is a problem in that area. <br />Dave Meadows, 5117 Porter, said this was quite an undertaking for a car company that's <br />in serious financial trouble. According to everything he has read, Kia is in big trouble <br />and has been for a while. He doesn't want to see this happen and then Kia go out of <br />business and then Halleen put something even bigger in there. <br />David Holder, 4985 Porter Road, said he likes the idea of a dialogue. He believes the <br />residents should have an opportunity to give their opinions first. <br />Councilman Gareau suggested the residents be advised as to when this will be discussed <br />further. President Saringer noted that it wilt be discussed at the BZD Committee meeting <br />in November, and the residents are welcome to attend. Councilman Limpert suggested <br />the residents look at the plans and see what the possibilities are. As the Ward <br />Councilman, he cannot say he's sold on this concept, but he would like to hear their <br />ideas. Councilman Miller agreed that he would like to hear from the residents as to their <br />recommendations. Councilman O'Grady agreed that Council is interested in hearing the <br />residerns' concerns. The residents should understand that the property will be <br />4 <br />
