Council Minutes of 10/17/2000 <br />~~ AUDIENCE PARTICIPATION <br />~'~ Dennis Lambert, 25057 Carey Lane <br />• He feels Council cannot pass motions that affect the administration. He believes it <br />has to be done in ordinance form. Appropriating money is one aspect of a project, <br />and he feels the line items should be examined line for line, dot for dot, dash for dash <br />and every inch of them covered before the appropriations are completed. Each step <br />of a project should be proceeded by an ordinance. For example, an ordinance <br />authorizes the Mayor to go out for engineering studies on a street, an ordinance orders <br />the project to begin, another ordinance appropriates the money out of the budget. <br />Councilman McKay noted that line item appropriations were done a number of years ago <br />and it required about 50% of all legislation for the year to be appropriation transfers. If <br />Council wants to go back to the line item appropriation, it can be done. <br />LEGISLATION <br />Ordinance No. 97-51, introduced by Mayor Boyle. An Ordinance authorizing the Mayor <br />of the City of North Olmsted to enter into agreement with Metrosite Management LLC to <br />provide telecommunications marketing and consulting services with respect to wireless <br />communications systems and installations and declaring an emergency. Councilman <br />McKay moved to table Ordinance 97-51; second by Councilman O'Grady; motion passed <br />unanimously. Ordinance No. 97-51 tabled. <br />Ordinance No. 97-73, introduced by Mayor Boyle. An ordinance creating new Chapter <br />1167 of the Zoning Code of the City of North Olmsted, entitled "Wireless <br />Communication Towers;" and amending the following sections of the Zoning Code in <br />order to implement the provisions of said new Chapter 1167: Sections 1118.01, 1118.02, <br />1118.03, 1126.06, 1135.01, 1136.04, 1137.02, 1139.01, 1141.02, 1145.03, and 1149.03, <br />as amended. Councilman Nashar moved to table Ordinance 97-73; second by <br />Councilman McKay; motion passed unanimously. Ordinance No. 97-73 tabled. <br />Resolution No. 2000-121 introduced by Councilman McKay was given its third reading. <br />A Resolution directing the Auditor of Cuyahoga County to pay to the City of North <br />Olmsted, Ohio, during the year 2001, all money due and owing said city from any <br />collection sources. Councilman McKay moved for adoption; second by Councilman <br />Limpert; motion passed unanimously. Resolution No. 2000-121 adopted. <br />Ordinance No. 2000-123 introduced by Mayor Musial was given its third reading. An <br />ordinance establishing the organization of the Fire Division of he Department of Public <br />Safety, and declaring and emergency.
