Council Minutes of 10/17/2000 <br />.~ Brook Park, will bond 100 municipalities together in an attempt to obtain lower costs for <br />;,~,, residents. The City of Parma is an example of a community that has decided not to join <br />the aggregation but instead to hire a consultant. It is our understanding that that <br />consultant will be available to them for an approximate fee of $196,000. Although we <br />will eventually pay a form of a fee to be part of this Council of Government organization <br />for this effort, our Mayor has stated that this fee would be substantially less than the cost <br />of a consultant. Further, North Olmsted has the ability to opt out of this aggregate <br />program within the first year. If we choose to stay, it is at that time that a fee becomes <br />due. With the caveat then that the city will keep a close watch on aggregation benefits to <br />the city's residents, with the understanding that there is no guarantee that this aggregation <br />effort will reduce costs to the consumer and finally with the understanding that <br />aggregating is our best effort at potential cost savings, the committee voted unanimously <br />to recommend approval of Ordinance 2000-133. <br />2) The Mayor has recommended several board/commission reappointments: <br />• Mrs. Kasler made a motion to reappoint Mark Yager to the Architectural Review <br />Board for the term of January 1, 2001 to December 31, 2002. The motion was <br />seconded by Mr. Nashar and passed unanimously. <br />• Mrs. Kasler made a motion to reappoint Brian Zergott to the Architectural Review <br />Board for the term of January 1, 2001 to December 31, 2002. The motion was <br />seconded by Mr. Miller and passed unanimously. <br />• Mrs. Kasler made a motion to reappoint William Kremzar to the Board of Zoning <br />Appeals for the term of January 1, 2001 to December 31, 2005. The motion was <br />seconded by Mr. Nashar and passed unanimously. <br />• Mrs. Kasler made a motion to reappoint Kate O'Rourke to the Planning Commission <br />for the term of January 1, 2001 to December 31, 2005. The motion was seconded by <br />Mr. Miller and passed unanimously. <br />President Saringer said she commended these individuals who have agreed to be <br />reappointed to the various boards and commissions. It is a tribute to them that they are <br />willing to volunteer their time to serve the community. <br />Mr. O'Grady, chairperson of the Public Safety, Health & Welfare Committee: 1) The <br />committee met on October 9. Present were committee members O'Grady, Nashar and <br />Limpert; Council members Kasler, Miller, Gareau, McKay and President Saringer; <br />Mayor Musial, Finance Director Copfer, Safety Director Jenkins, acting Law Director <br />Dubelko, Police Lt. Steve Wolf; resident Dave Fleming. The issue discussed was the <br />speed limit on Cedar Point Road and the recently corrected posting of the speed limit at <br />35 miles per hour as it is posted today. This issue was first assessed by Lt. Wolf who <br />provided information supporting the reduction of that speed limit from 35 mph back to 25 <br />mph. Resident David Fleming presented a very well-reasoned argument for maintaining <br />the speed limit at 35 miles an hour. However, there were two questions that have yet to <br />be answered by the Law Department: 1) does the Mayor of the city actually have the <br />authority to temporarily reduce the speed limit from 3 5 to 25 miles per hour; 2) does <br />Council have the authority to make such a change on this particular road from 35 to 25 <br />miles per hour? After discussion, the committee voted unanimously to hold this issue in <br />committee pending review by the Law Department of those two questions. The Law <br />3 <br />
