Council Minutes of 10/17/2000
Department will also review the possibility of vacating one particular aspect of a city
ordinance which made Cedar Point hill a through street and, therefore, first enabled the
posting at 3 5 miles an hour.
Mr. Limpert, chairperson of the Recreation, Public Parks and Buildings Committee: 1)
At the request of the Mayor, on October 5 he attended a meeting in Brecksville sponsored
by the Cuyahoga Planning Commission on the subject of greenspace. A presentation was
made concerning the different things which are happening around the country regarding
greenspace creations and use of facilities such as stormwater handling, Brownfield sites,
parks for active and passive recreation. At the end of the presentation, a workshop took
place where the participants discussed opportunities for their area of the county. Some of
the things that were discussed for the future for our area were the linking with bike trails
of Rocky River Reservation, Bradley Woods and Huntington Park; the possibility of
adding a bike trail along the high tension wires at the west end of town; acquisition of
park area in the western end of town; the whole broader area of sites which are not
currently occupied or developed; possible plans for the current plots of land which the
city owns.
2) The Rec Commission met on October 16. Present were Claire Hayes, Todd Morgan,
Tom Jenkins and Mr. Limpert, which did not constitute a quorum. The commission
members were introduced to the new managers of the pool and ice rink and the program
manager. Improvements at the center include the repainting of the natatorium. New
flooring for the rink areas will soon be installed. The flag football team program had a
very successful season. Revenue is up at the Rec Center, and overall things are looking
very good in recreation. A topic of discussion by the commission members was their
appreciation of the support that the Council had given them during last year's
appropriation process and the fact that those assets are being put to good use.
Mr. Nashar, chairperson of the Building, Zoning and Development Committee: 1) The
committee met on October 10. Present were committee members Gareau, O'Grady and
Nashar; Councilpersons McKay, Limpert and Miller; Building Commissioner Conway,
City Engineer Deichmann. Agenda items were as follows:
• Halleen Kia, located at 27726 Lorain Road. Representing Halleen was Ron Kluha
and Steve Suhayda, an architect for Halleen. The proposal includes the demolition of
two buildings, the construction of a new car showroom, the rezoning of two parcels of
residential property to commercial and the renovation of two existing buildings. The
two buildings along Lorain Road to be demolished are the doctor's office, located at
the corner of Lorain and Dewey, and the second is the Kia dealership and Domino's
Pizza. The new building will be a two-story building on Lorain Road. The first floor
will be the sales floor and the second floor will be for offices. Some of the
recommendations for Halleen Kia were: 1) A six-foot mounding with trees
approximately six to eight feet tall, and the mounding will be along the westerly end
ending at Dewey at the ingress and egress north of the property line. This will run
along the eastern property line until it stops. At that point, asix-foot board-on-board
fence will run along the property line. This will enclose the old A&K tire store that
sits back off of Lorain Road. The board-on-board fence will encompass two sides of
that building. 2) A four to five foot mounding along Dewey, for landscaping, on the
4
