Council Minutes of 7/18/2000 <br />Ordinance No. 2000-75 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Chagrin Valley Engineering, Ltd. to provide engineering services for the Sharon <br />Drive rehabilitation, and declaring an emergency. Mr. McKay moved for adoption; <br />second by Mr. Gareau; motion passed unanimously. Ordinance No. 2000-75 adopted. <br />Ordinance No. 2000-78 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing all actions necessary to effect a governmental electricity <br />aggregation program with opt-out provisions pursuant to Section 4928.20, Ohio Revised <br />Code, directing the Cuyahoga County Board of Elections to submit a ballot question to <br />the electors and declaring an emergency. Mr. Limpert moved for adoption; second by <br />Mr. Gareau; motion passed unanimously. Ordinance No. 2000-78 adopted. <br />Ordinance No. 2000-81 introduced by Mayor Musial was given its second reading. An <br />ordinance creating new and revised Sections 1136.04 and 1136.05 of Chapter 1136 of the <br />Zoning Code, entitled respectively, "Permitted Buildings and Uses," and "Area and <br />~~ <br />Density Requirements, so as to permit golf courses, and buildings associated with and/or <br />related to the operation of golf courses, as accessory uses in Single Family Cluster (SFO) <br />District of the city as amended. <br />Ordinance No. 2000-84 was introduced and placed on first reading by Mr. McKay. An <br />ordinance providing for the issuance and sale of bonds in the maximum aggregate <br />principal amount of $3,230,000 for the purpose of improving certain designated streets in <br />the city, in cooperation with Cuyahoga County, the City of Westlake and the Director of <br />Transportation of the State of Ohio and otherwise, by grading, draining, widening, <br />reconstructing the pavement base, replacing culverts, preparing the surface, surfacing and <br />resurfacing, constructing and reconstructing curbs, gutters, catch basins, storm sewers, <br />sidewalks and driveway approaches and installing traffic signs and signalization, street <br />lighting and related underground wiring, where necessary, in each case together with the <br />necessary appurtenances and work incidental thereto, and declaring an emergency. Mr. <br />McKay noted that he was in possession of the Fiscal Officer's Certificate. Mr. McKay <br />moved for suspension of the rules requiring three readings and committee review; second <br />by Mr. Limpert; motion passed unanimously. Mr. McKay moved for adoption; second <br />by Mr. Limpert. Roll call: McKay, yes; Limpert, yes, with the comment that Ordinances <br />2000-84 through 2000-92 do not involve new monies. These are just simply going out to <br />bond for borrowings of notes that have taken place in the past. Roll call continued: <br />Gareau, yes; Kasler, yes; Miller, yes; Nashar, yes; O'Grady, yes. The motion passed <br />unanimously. Ordinance No. 2000-84 adopted. <br />Ordinance No. 2000-85 introduced and placed on first reading by Mr. McKay was given <br />its first reading. An ordinance providing for the issuance and sale of bonds in the <br />maximum aggregate principal amount of $400,000 for the purpose of constructing, <br />reconstructing and otherwise improving city storm sewers and storm water drainage <br />facilities, and declaring an emergency.
