Council Minutes of 6/6/2000
,~_ not do something with the sewer system--it's antiquated, it's no good. After the
sewers are fixed, move on to something else. Mayor Musial asked if Mr. Sammon
had a flooding problem during the last rain and, if so, had he reported it to the Service
Department. Mr. Sammon said he did have a flood recently and reported it to the
Service Department. His driveway looks like a fountain every time it rains. The
Service Department only tells him to jet it out. He has a 15 inch main going into the
basin and there's a 36 inch main coming across the street. When that starts rolling,
forget it. He's not going anywhere, and it just starts backing up. Should he tie into the
sanitary? President Saringer said she could sympathize with Mr. Sammon and asked
the Mayor to look into it. Mayor Musial said he would ask the Service Department to
look into it. Mr. Sammon said he doesn't think the city should spend money on
property until other properties are fixed.
Tina Hadsell, 30840 Bradley Road
• She has distributed to Council a flyer regarding the Bradley Road property. She has
told the Mayor she is not opposed to ball diamonds. She wants an answer, and she
wants the Mayor's plan. The recreation people are all excited because they think the
ball diamonds are going to be put in, so they all rally around him. But he doesn't
have a plan. He has a map that won't quite fit. He needs four pieces of property in
order to do that. Two of the four people that she knows, besides the Farver property,
aren't ready to move right now. And he is upsetting them to the point where they may
never. Mayor Musial commented that he is not asking people to move, Mrs. Hadsell
responded that green space and municipal purposes means that the city could do
anything they want to. Can another set of Council people do something else?
President Saringer said that was true. Mrs. Hadsell said that meant that no guarantees
can be given to her and her neighbors and the recreation people cannot get guarantees
that the ball fields will happen. She and her neighbors want to see a plan and be told
what is happening. She is not against children. She is not against the city buying the
Farver property if the Mayor had an idea of what he was doing with it. If she walked
into the City Council and said she wanted to buy a piece of land and put a building on
it, she would be asked for the plan. She couldn't put up a building without a plan.
That is what she is asking. If City Council passes the ordinance, she hopes they
search their hearts and find out what the plan is. She hasn't worked on this real hard
yet, but she is going to one way or the other because she would like to know what is
going to be done. She is not fighting the issue, she is not fighting ball diamonds, she
is not fighting green space. But the Mayor can't guarantee her that he is going to save
the green space. From the soccer people, she has heard it's going to be a parking lot.
Then the road would have to be widened and sidewalks would have to be put in. She
never heard of a $150,000 traffic light until she went to the last meeting. There is no
projection of what it is going to cost this city to finish the Mayor's plan/vision. Please
give her the vision. Mayor Musial responded that the vision is that in 20 to 25 years
we are going to be out of green space in the city. It's important to look ahead to
capture as much green space as possible. The immediate plan is to purchase this piece
of property because it is part of the overall complex north of Bradley Road. The issue
that comes up is that we are going to use eminent domain. Mrs. Hadsell said she
never mentioned it. The city brought it up first. Mayor Musial said that issue has
17
