Council Minutes of 6/6/2000
property. He did the same about the CrockerBassett extension that hasn't happened
yet although it is still planned. They have no idea what the city is going to have to
pay for it. When people come and talk about Columbia Road, the people from
Columbia come. When they talk about widening Clague Road, the people from
Clague Road are here. Sometimes it's not when it's in your own backyard, it's what is
right for the city and the community. When the whole community spoke out against
putting Wal-Mart across the street from City Hall, there was an uproar--don't put the
Wal-Mart there, it's too big, too huge. So now we have something bigger than the
Wal-Mart, and we have a traffic mess right in front of City Hall. We turn our back
once our basic efforts seem to be rewarded. In the case of this situation, it's not so
much whether the city plans to buy this property. One fellow who spoke said he
wants to have this property some day. He doesn't know the circumstances and
whether the property is for sale. He knows enough that he doubts anybody is likely to
save this for him until he has the wherewithal. Sad but true. When the people come
in and want to put in used car lots like they're doing a couple blocks west of there,
and when people come in and want to do here what they're doing in Avon, will the
same people who don't want to sell their property now still not want to sell when they
are offered three and four times the amount the property is worth? In Avon, the
Stark/Jacobs group has offered to put in a new exchange off I-90 because they've got
220 acres out there. They want to put a major shopping mall on the acreage. They're
going to take that nice little town of Avon and turn it into concrete. This could
happen on that North Olmsted property. He doesn't know how big this plot is, and
he's not saying it is big enough to put in something like that. But it could happen.
The city's plans are not nearly so nefarious.
LEGISLATION
(Please see pages 2 through 5 for disposition of Ordinance No. 99-54.)
Ordinance No. 2000-40 introduced by Mayor Musial was given its third reading. An
ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement
with Timothy J. Norris & Associates to provide engineering services for the design of
replacement lighting for Ball Diamond No. 2 at North Olmsted Park and declaring an
emergency. Mr. McKay moved for adoption; second by Mr. Gareau; motion passed
unanimously. Ordinance No. 2000-40 adopted.
Ordinance No. 2000-41 introduced by Mayor Musial was given its third reading. An
ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement
with Chagrin Valley Engineering, Ltd. to provide engineering services for the design of
site improvements at North Olmsted park including tennis courts, basketball courts,
shuffleboard courts, lighting, water lines, driveway and parking lot, and walking path
improvements and declaring an emergency. Mr. McKay moved for adoption; second by
Mr. Gareau; motion passed unanimously. Ordinance No. 2000-41 adopted.
19
