Council Minutes of 5/16/2000 <br />complaints whatsoever, they will be fired. These same people work for non-union <br />~` contractors in other states--they travel from state to state working for the general <br />contractors at just above basically minimum wage and in very unsafe working <br />conditions. Their biggest complaint is, if they do complain, they are on the street-- <br />you will never get another job, you will be blacklisted and they cannot have any work <br />whatsoever. The legislation will call on these contractors to pay proper wages so <br />these people can join a union if they wish to and also they can make complaints <br />without having fear of being fired, losing their job and livelihood for themselves and <br />their families. <br />President Saringer announced that the meeting would proceed into Legislation and that <br />Council had removed 2000-32 from the agenda. <br />Because of the commotion from people exiting the room, Mr. McKay moved that <br />Council adjourn for five minutes. The motion was seconded by Mr. O'Grady and passed <br />by acclamation. Council adjourned at 9:30 p.m. and reconvened at 9:40 p.m. <br />LEGISLATION <br />Ordinance No. 2000-24 introduced by Mr. Gareau was given its third reading. An <br />ordinance creating new Chapter 111 of the Administrative Code of the City of North <br />Olmsted, entitled "City Contracts," in order to provide additional regulations and <br />standards regarding city contracts, and declaring an emergency, as twice amended. Mr. <br />Gareau moved for adoption; second by Mr. Nashar. Roll call: Gareau, yes; Nashar, yes; <br />O'Grady, no, with comment that, as he looks at this ordinance, he envisions a knee jerk <br />reaction which will not serve the best interests of our city. This formalizes a process of <br />negotiation to the point that the ability of the city to negotiate is significantly limited. In <br />his position and opinion, we need to continue to rely on the public record of the meetings <br />of the board of control. Roll call continued: Miller, yes; McKay, yes; Limpert, no; <br />Kasler, yes. The motion passed with five affirmative votes and 2 negative votes. <br />Ordinance No. 2000-24 adopted. <br />Resolution No. 2000-35 introduced by Mr. McKay on behalf of Mayor Musial was given <br />its third reading. A resolution authorizing the Director of Public Service to advertise for <br />bids for vehicle lift improvements at the North Olmsted Service garage as detailed in the <br />plans and specifications on file and authorizing the Mayor to contract for the same, and <br />declaring an emergency. Mr. McKay moved for adoption; second by Mr. Limpert; <br />motion passed unanimously. Resolution No. 2000-35 adopted. <br />Ordinance No. 2000-37 introduced by Mr. O'Grady on behalf of Mayor Musial was given <br />its third reading. An ordinance amending Section 3 of Ordinance Number 94-148, <br />establishing non-resident fees and charges for the rendering of emergency medical <br />service and ambulance transportation by the City of North Olmsted, and declaring an <br />emergency. Mr. O'Grady moved for adoption; second by Mr. McKay; motion passed <br />unanimously. Ordinance No. 2000-37 adopted. <br />14 <br />
